Project Summary:
Launched by USAID in November 2012, KONEKTE (KONesans E Konpetans TEknik) is a program designed to assist the Government of Haiti (GOH) with increasing capacity within Haitian ministries by identifying and placing experienced advisors in key positions. KONEKTE is a partnership between a Haitian firm (Centre de Formation et d’Encadrement Technique (CFET)), USAID, and the GOH which aims to build local capacity to create a more stable and viable Haiti. KONEKTE’s main partner within the GOH is the Office of Management and Human Resources (OMRH). KONEKTE works closely with the OMRH to identify high-level advisors through a transparent and competitive recruitment process that prioritizes the expertise of Haitians and the Haitian diaspora. Each Advisor is placed in a department to bridge a competence gap. In addition, consistent with the objectives of the USAID Forward initiative, KONEKTE strengthens the OMRH’s ability to ensure the sustainability of the program’s achievements.
Position Summary:
Management Systems International seeks an experienced Senior Monitoring and Evaluation Specialist. The Senior M&E Specialist will provide monitoring and evaluation expertise and ensure timely submission of project deliverables. He / She will also develop and disseminate tools for monitoring and evaluation and make recommendations to improve project performance.


Fonctions

Work under the direct supervision of the Chief of Party and in collaboration with the project team;
Serve as a resident technical expert in M&E;
Contribute to positive client relationships by responding to requests and highlighting successes in a timely manner;
Ensure and accurate reporting on activities to USAID and the Government of Haiti, in alignment with KONEKTE’s reporting requirements;
Coordinate with the Client Relationship Managers to ensure that Technical Advisors complete their assigned tasks and verify the timely submission of all written deliverables;
Conduct daily project monitoring and identify gaps, making appropriate recommendations to improve project performance;
Consolidate and draft monthly progress reports;
Coordinate the quarterly revision of Technical Advisors’ work plans;
Carry out data quality assessments and quarterly and
Manage KONEKTE’s data collection and analysis on project performance indicators in coordination with project technical experts and senior management staff;
Develop and disseminate tools for M&E such as dashboards and data collection forms; and
Other duties as assigned.


Qualifications Requises

At least 5 years of experience in monitoring and evaluation (M&E) for development projects, preferably US government funded projects;
A bachelors diploma of a relevant study;
Excellent organizational skills;
Experience managing monitoring data and conducting data quality assessments;
Experience drafting donor M&E reports and plans, preferably with USAID;
Must be able to work independently;
Excellent spoken and written communications in French and English; and
Ability to be to changing situations and adapt to complex situations.
