Introduction

USAID’s Maternal and Child Survival Program in Haiti is hiring a Program Manager (PM) who will work as an integral part of MCSP Haiti’s team. The PM provides support and leadership for the establishment and expansion of the MCSP Haiti-North program. S/he coordinates the analysis, synthesis and reporting of project outputs and results as well as capacity development of the country team. S/he ensures timely and cost-effective implementation of program activities. The PM will support the Chief of Party (COP) in leading workplan development, reporting, and knowledge management. The PM will also work closely with the COP and other senior staff to develop and maintain collaborative partnerships with program partners and country stakeholders. The PM will actively build the capacity of the Haiti-North Office staff to further develop management skills for sustainability of program effectiveness. This position will be based in Cap-Haitien, Haiti.


Fonctions

Manage and work collaboratively with program team members to ensure necessary program planning, development, resource availability, and management activities function smoothly and efficiently
Oversee distribution and management of sub-awards
Coordinate and manage field activities
Work collaboratively with finance staff and support technical staff to prepare and track the progress of project and activity budgets
Coordinate with technical team leads to ensure compliance, quality and timely implementation of activities
Work collaboratively with M&E staff to ensure timely and adequate collection of data across sites
Contribute to the programmatic leadership to ensure strategic programmatic and financial integrity of the project
Liaise with both Port-au-Prince based and HQ program staff to ensure necessary program planning and management activities function smoothly and efficiently
Inform relevant GPO staff (PO, RD and Global Programs Office Vice President), of program successes, challenges and lessons learned
Contribute to the development of novel knowledge management and sharing tools and processes
Promote and support knowledge management and sharing efforts, including uploading documents onto MCSP knowledge management sites
Support program strategy formulation, including development of goals and objectives, and oversee the process of designing appropriate approaches to attain them
Assist technical team members in coordination and management of field activities
Working with the COP and Technical Director, liaise with HQ-based technical experts as well as Haiti field staff, to support program development and implementation, where needed.
Coordinate and/or represent the project team in professional circles through technical advisory groups, meetings, conferences, and presentations
Develop and/or review documents, reports and presentations according to donor guidelines for internal program needs and externally for dissemination
Coordinate and collaborate with government officials, donors, stakeholders, MCSP staff and consultants for effective program implementation—as well as liaise with other partners working in Haiti.
Contribute to the project’s monitoring and evaluation of activities to ensure project targets are met
Travel within Haiti in support of activity implementation and monitoring, as needed
Promote and support the dissemination of project information among the project team and stakeholders
Promote capacity building and leadership in project staff
Contribute to proposal management, design, writing, and editing for Haiti programs
Ensure compliance with Jhpiego and JHU operational policies regulations
Perform or assume other duties as assigned by the Haiti-North COP


Qualifications Requises

Advanced degree in public health, international development or related field
5+ years mid-level experience in designing, implementing or managing large, complex health projects in developing countries
At least two years of experience living and working in Haiti or other developing countries.
Demonstrated skills in the technical side of program implementation, including training of health care providers
Skilled in writing technical and programmatic documents, such as training materials and reports
Understanding of public health and development approaches particularly in the Haitian context. Familiarity with the Haiti health system, key stakeholders and relevant government policies/strategies
Understanding of monitoring and evaluation of programs, and skilled in use of data for decision-making and program management
Work planning and budgeting experience with large USG and other donor projects
Ability to interact with established networks of senior level international and national health professionals, donors, universities and other partners
Excellent presentation skills and verbal and written communication skills
Excellent donor and partner relationship skills as well as new program development skills
Proven leadership skills, as well as skills in facilitation, team building and coordination
Familiarity with US Government donor policies and administrative procedures
Technical expertise in one or more areas of MCSP’s RMNCH programming (preferred)
Demonstrated self-management (i.e. motivation, dealing with pressure, adaptability) and the ability to project a professional, consistent image of confidence, integrity and competence.
Ability to travel nationally and internationally as needed.
Fluency in English and French; Proficiency in Haitian-Creole preferred.
