Project Summary:
Launched by USAID in November 2012, KONEKTE (KONesans E Konpetans TEknik) is a program designed to assist the Government of Haiti (GOH) with increasing capacity within Haitian ministries by identifying and placing experienced advisors in key positions. KONEKTE is a partnership between a Haitian firm (Centre de Formation et d’Encadrement Technique (CFET)), USAID, and the GOH which aims to build local capacity to create a more stable and viable Haiti. KONEKTE’s main partner within the GOH is the Office of Management and Human Resources (OMRH). KONEKTE works closely with the OMRH to identify high-level advisors through a transparent and competitive recruitment process that prioritizes the expertise of Haitians and the Haitian diaspora. Each Advisor is placed in a department to bridge a competence gap. In addition, consistent with the objectives of the USAID Forward initiative, KONEKTE strengthens the OMRH’s ability to ensure the sustainability of the program’s achievements.
Position Summary:
M anagement Systems International seeks an experienced Client Relationship Manager (CRM) with experience in Food/Economic Security. The CRM will support and oversee a pool of Technical Specialists, and facilitate communication among clients and Specialists. S/he will serve as a resource for technical and management support, supply needed oversight and monitoring, link both the Technical Specialists and clients with the appropriate KONEKTE staff to resolve issues at any point in the process – from recruiting to human resource management to performance measurement.


Fonctions

Responsibilities:
Manage relationships with individual clients.
Ensure seamless transition from need to final performance assessment.
Meet with the recruiting team regularly to coordinate and ensure needs of clients are met and discuss anticipated needs (new positions and replacements).
Participate in weekly staff meetings with KONEKTE Management and client.
Lead orientation of newly hired Technical Specialists before assignments.
Perform periodic visits at the Technical Specialists’ worksites.
Work with the monitoring and evaluation team to develop and implement surveys to clients and Technical Specialists.
Track the Technical Specialists’ deliverables in KONEKTE database, facilitate deliverable progress dialogue between clients and Technical Specialists, and collect feedback from demobilizing technical specialists to improve recruitment and management processes.
Clarify scopes of work (SOWs) for clients in coordination with Recruiters as needed.
Assist clients as “Helpdesk” resource and address their specific issues or needs (e.g. recruiting for a new position or human resource issue).
Follow up regularly on Technical Specialists’ invoices and coordinate requests for payment with project accountant.
Coordinate the Technical Specialists file, including the TS budget.


Qualifications Requises

A Bachelor or a Master’s degree in international development/affairs or health or education
Management, human rights or international law, or related fields.
Minimum 10 years of experience in providing technical expertise in areas of food /economic security, health, education, rule of law/governance with USAID or other donor funded projects;
Significant experience in recruiting and monitoring progress of technical professional service delivery.
Ability to create and build professional networks for relationships in promoting initiatives for education, health, and governance with local, governmental and international organizations.
Ability to deliver results according to client specifications, and needs, customizing relationships with various clients.
Ability to work within a team and multitask.
Fluency in French, English and Creole required.
