Introduction
The US Agency for International Development (USAID)-funded Appui à la Valorisation du Potentiel Agricole du Nord, à la Sécurité Économique et Environnementale program (AVANSE) is a five-year, $87.8 million project designed to catalyze inclusive, sustainable economic growth in a potentially highly productive agricultural area and works to increase agricultural incomes. The program is based in Haiti’s Northern Corridor with the main project office in Cap-Haïtien.
The AVANSE Project seeks a highly motivated and skilled individual with general grants and subcontracts administration and monitoring experience to join its Grants and Subcontracts team. The ideal candidate will be able to administer a wide variety of subject matter areas. The Grants & Subcontracts Specialist will support the full administration of grants to support their effective implementation within the Project.
Fonctions
Specific Tasks:
All Grants and Subcontracts team members will typically be responsible for both grant and subcontract activities. Each team member is also responsible for all tasks related to the management and quality assurance of the files in their portfolios, during all phases of the grant and subcontract activity, including but not limited to the following:
• Entering data into the TAMIS,
• Organizing electronic files on the Grants and Subcontracts department Server as well as hard copy files,
• Drafting and finalizing all applicable solicitation and award documents in English and French using the appropriate templates,
• Facilitating technical and financial evaluation committee meetings
• Conducting or participating in pre-award responsibility and due diligence activities,
• Conducting or participating in grant and subcontract negotiations,
• Monitoring grant and subcontract awards for compliance during implementation,
• Conducting site visits during grant implementation,
• Preparing grant and subcontract modifications as required, and
• Preparation of grant closeout and subcontract completion.
Qualifications Requises
Qualifications:
• Five (5) years of progressive professional experience in grants and subcontracts administration.
• Work with agriculture and infrastructure projects highly desired
• Excellent working knowledge and experience administering USAID funded subcontracts and grants, with FAR and AIDAR regulations.
• Extensive experience in writing high quality subcontracting and grants documentation in English and French including RFPs, RFA, SOWs, evaluation reports, financial offer formats and other grant and subcontract documents.
• Highly organized, detail-oriented individual experienced in managing competing priorities under tight deadlines.
• Sound business judgment and strong skills in critical thinking, analysis and evaluation, and problem-solving
• Fluency in Haitian Creole, French, and advanced English language skills required. Capacity to translate documents in either language.
• Excellent writing and editing skills are required.
• University degree in a relevant field.
