Position Summary
Futures Group is seeking a Senior Clinical Informatics Officer (SCIO) for a USAID-funded Strategic Information Systems contract supporting the Government of Haiti. The successful applicant will be a physician who can effectively demonstrate the capabilities of the USAID Haiti SISNU and MSPP SISNU DHIS 2 platforms to clinicians, program managers, data officers, and other healthcare workers. As the Clinical Informatics team leader, s/he also will serve as a liaison with existing and prospective end users of the DHIS 2 instances, work with existing users to optimize their use of the DHIS 2 platform, and provide ongoing clinical and M&E input to increase data demand and use to address health information management needs for the MSPP and USAID Haiti.
Clinical informatics brings together medical and informatics knowledge to support and optimize healthcare services delivery and resource allocation. Medical informatics is the combination of clinical knowledge and data used to increase the quality and availability of care. Because more of medicine is data-driven and computer-assisted, there has been a growing demand for physicians and other healthcare professionals to enter the field. That way, healthcare providers and program managers can decide what data are most useful in clinical and related decision-making, as well as the most efficient ways for data to be delivered and used by other healthcare providers.
Key Responsibilities
• Assessing the knowledge-based needs of healthcare professionals and patients.
• Characterizing, evaluating and refining clinical reporting processes.
• Developing, implementing and refining clinical decision support systems.
• Leading and/or participating in the procurement, customization, development, implementation, management, evaluation and improvement of clinical information systems such as electronic medical records (EMRs), and mHealth applications.
• During the life of the project, participate in national level meetings regarding HIS data quality, use and standards.
• Producing and writing project activity reports to be submitted on a monthly and quarterly basis according to USAID reporting standards.
• Working closely with the Ministry of Health and USAID partners, develop the data quality standards, policies and procedures for the national health information system at central and departmental level, and review the process every three months.
• Developing the quality standards requirements for the database used within the Ministry of Health.
• Leading implementation of Data Quality capacity building activities and training in data quality and data standards in coordination with the Senior Capacity Building Manager and other team members.
• Building data quality standards for the Carte Sanitaire platform.
• As a senior manager, participating in other key project activities including gap analysis assessments and system requirements meetings, trainings, and leading the assessment report writing.
• Performing other duties as needed related to the HIS project.
Qualifications Requises
Required Skills
• MD or equivalent with several years of inpatient and/or outpatient experience
• Significant experience using software for patient care and reporting
• Ability to successfully analyze data, provide succinct summaries, and present to end users
• Minimum 6 years’ experience in health informatics solutions
• Minimum 4 years’ experience as a technical advisor to the Ministry of Health or Ministry of Health partner
• Post-graduate degree in public health with a specialization in Health Information Systems Management, M&E, and/or epidemiology
• Understanding and working knowledge of DHIS 2; certification as a DHIS 2 Level 1 Trainer an advantage.
• Strong advocacy, communication, and presentation skills
• Experience developing curricula, training modules, and manuals for pre- and in-service training in M&E/HMIS, with a particular focus on data quality assurance mechanisms and data quality
• Experience strengthening decentralized HIS structures, with particular emphasis on strengthening the capacity of district-level HIS staff to collect, process, report, and use data of high quality and validity
• Experience with data quality audits
• Ability to achieve consensus among senior stakeholders
• Demonstrated experience managing projects and producing reports for USAID, CDC and other international donor organizations
• Excellent written and verbal skills to communicate technical information to a variety of audiences; fluency in English and French with Haitian Kreyol and Spanish an advantage
• Willingness to travel at least 30% to the provinces
