GOAL HAITI
GOAL’s programmes in Haiti operate in both the urban and rural context, in Port au Prince and Gressier, respectively. GOAL continues to respond to the housing, water and sanitation needs of vulnerable families affected by the earthquake, while transitioning to delivery of an integrated community-led development programme. During this strategic period, GOAL aims to link relief and recovery to development, focusing on 3 key programmatic sectors: DRR & Reconstruction, WASH and Economic Development, supported by a Systems Team where Human Resources is one of the core elements to effectively help programmes delivery. The objective of the programme is to create communities that are safer and more disaster resilient, with greater access to the economic resources to drive their own household and community development.
OBJECTIVE OF THE POSITION
The Senior Assistant Human Resources role is to provide operational support to the HR function across the country program including recruitment, personnel relation and administration. The post will report directly to the Human Resources Manager and will work closely with different units’ manager.

HUMAN RESOURCES
• Assist the HR Manager in the recruitment process ensuring that procedures are followed from the receipt of the request to recruit staff (RtR) and job description (JD) to the selected candidate file, prior to its submission to the HR Manager : namely the availability of the approved request to recruit (RtR), Job description (JD), maintaining a group of qualified candidates, preparation of internal/external vacancy’s notice and liaise with Advertisements’ agencies, including Job Paw, newspapers;
• Provide proper tracking of recruitment situation in the database;
• Provide effective filing of the application and sort the qualified candidate by job category;
• Maintain and file the request concerning their eligibility established by the staff selection system ; plan interview’s process and tests together with the relevant units ;
• Start and ensure the follow-up on the reference check and academic verification, and security background check ensuring the completion of the pre-recruitment procedures;
• Submit the accepted application file to the HR Manager, providing all files related to recruitment procedures;
• Develop, together with the Managers, the interview questionnaires then prepare the interview file
• Ensuring that the recruitment file is complete to submit to the HR Manager
• Assist the HR Manager in induction planning for new staff members concerning GOAL and HR policies and procedures;
• Coordinate effectively and efficiently the implementation of staff training with relevant parties, including language training, IT training first aid training and other HR training.

ADMINISTRATION :
• Maintain the reception service in coordination with the security team for the visitors introduction in GOAL’s office area
• Coordinate with flight reservations and other expats related services including grants of “permis de sejour”
• Register the outgoing and incoming mail and coordinate with Transport for documents to be delivered outside.
• Provide timely collection and tracking of performance evaluation form
• Provide timely collection, checking, and tracking of timesheets
• Prepare administrative documents including attestations, certificates, and letters as necessary
• Coordinate the use of the conference room
• Partake in the meeting preparation requiring breakfast, if needed
• Coordinate I.D. Badges delivery for GOAL staff in collaboration with Logistics and providers
• Be in charge for the HR department’s filing and ensure that files are updated at all time.
• Coordinate visitors’ accommodation in PAP
• Provide administrative support to the CD
• Manage Cleaner through supervision, coaching, reporting, evaluation and other management elements
• Undertake any other tasks as requested by line manager
Qualifications Requises
SPECIFICATIONS
• At least University graduated in an appropriate field
• Minimum 2 years’ experience in administrative functions and HR, preferable an International NGO
• Good knowledge of HR policies, practices and procedures
• Proven ability in HR management, including recruitment ;
• Proven ability in implementing HR systems
• Proven ability in establishing an excellent work relationship and in coordinating with relevant internal and external parties for HR functions
• Proficiency in communicating in French both verbally and written, English is an advantage
• Proven organizational skills and in managing numerous priorities
• Excellent IT skills in Microsoft Word, Microsoft Excel
• Organized and flexible, ability to respond to changing priority
• Ability to work independently with initiative
