Introduction

PROGRAMME DESCRIPTION: GOAL’s has been in Haiti since the devastating earthquake in January 2010 and has since then developed a programme portfolio targeting affected communities and supporting resilience building at household and community level. GOAL’s programmes have so far been in both the urban and rural contexts, in Port au Prince and Gressier, respectively. While continuing its support to the housing, water and sanitation needs of vulnerable families affected by the earthquake, GOAL is transitioning to a much longer-term programming approach linking relief and recovery to development through an integrated community-led development programme approach. During this strategic period of transition, GOAL aims to link relief and recovery to development, focusing on 4 key programmatic sectors: DRR & Reconstruction, Relocation of IDPs, WASH and Economic Development. The objective of the programme is to make communities safer and more disaster resilient, with greater access to the economic resources to drive their own household and community development. GOAL Haiti operates an owner-driven community approach.

GOAL Haiti currently has 3 offices: 2 in Pétion-Ville and 1 in Gressier. GOAL currently employs 130 people, including 11 international staff.


OBJECTIVE OF THE POSITION: The HR Manager will be responsible for providing a legally compliant HR and Administration service managing the HR team and providing specialised knowledge in the areas of Haitian employment law, taxation and administration. The HR Manager will advise senior management in Haiti on all aspects of HR and has overall responsibility for HR policy, strategy, performance management, recruitment, conflict resolution, staff and payroll record management, compliance with Haitian labour law among, managing any staff restructuring as and when required and managing HR staff.


Fonctions

DESCRIPTION OF THE RESPONSIBILITIES/ACTIVITIES
• In coordination with the SMT and/or key program staff, lead the development and implementation of HR strategy consistent with overall country program strategy.
• Monitor employment policies and procedures compliance to GOAL’s standards and evolving national Labour law requirements;
• Through collaboration with managers ensure that each team is staffed appropriately according to need and funding availability.
• Assure staff hiring is executed efficiently and timely in compliance with the agency’s policy and national Labour law;
• Ensure compliance matters from Haitian law and auditors are handled efficiently and closed timely
• Develop together with relevant key managers and implement effective staff training programs, initiatives related to staff retention and nationalization strategies to maximize of staff capacity and resources;
• Ensure the regular review of salary grading that aligns with job classification and in line with the agency’s strategy;
• Develop and guide implementation on new HR and Admin policies and procedures in line with the agency’s and donor standards and procedures;
• To strengthen HR capacity in the consistent implementation of HR systems including policies, procedures and operating standards in order to deliver more efficient and effective HR services which comply with the country’s Labour Code;
• To strengthen HR capacity in the efficient and effective management of salary and benefits including payroll preparation in an accurate and timely fashion and ensure that documentation (including timesheets with proper donor code) are available
• To strengthen HR capacity in staff servicing management in an efficient and timely manner, including contract extension, promotions, change on contractual status, leave applications, staff separation including exit clearance procedures;
• Responsible in the effective and efficient implementation and management of the new performance management system and HR Manual/Employee Handbook; and develop an overall learning and development strategy for the agency;
• Manage staff record/archives and HR database efficiently and timely
• To strengthen HR capacity in ensuring that recruitment processes aligns with the strategy of the agency and are done in an efficient and effective manner.
• Manage HR and Administration team, provide coaching and systems to support the delivery of professional HR/Admin support to the entire GOAL team
• Manage the recruiting process for local hires in coordination with line managers, providing support and advice in identification, advertising, selection and negotiation with candidates. Ensure recruiting/selection procedures in line with Haiti labour law and GOAL’s HR policies
• Support the recruiting process for international positions liaising with GOAL HQ and/or Country Director as/when necessary
• Mediate and ensure that disputes/disciplinary actions handled professionally
• Liaise with external bodies (DGI, ONA, OFATMA, MAST, …) and Insurance Suppliers on administration of schemes including payment and communication
• Maintain and improve office administration systems, computer and physical
• Participate in salary reviews to ensure GOAL’s salary package is consistent with national laws, good practice and GOAL’s policies, and is comparable to competing NGO’s
• Ensure induction and orientation is conducted for all incoming staff
• Ensure timely preparation of an HR Monthly Report
• Assure membership and presence to Salary and Training Committee and take relevant actions as required
• Assure membership and presence to Emergency Preparedness Team and take relevant actions as required
• Ensure staff understand and comply with GOAL Standards of Integrity
• Carry out other activities as requested.


Qualifications Requises

SPECIFICATIONS
1. Fluent English and French are essential, Creole an advantage
2. Educated to degree level with qualification in HR or management
3. Deep understanding and knowledge of HR management practices in Haiti, at least 3 years’ experience in senior HR roles; familiarity with Haitian employment law, taxation and contracts
4. Excellent communication skills, verbal and written, in English, French, and Haitian
5. Strong interpersonal and negotiation skills, able to build relationships across cultures at all levels of the organization
6. Demonstrated organizational skills, with strong IT capability
7. Experienced in managing teams and capacity building
8. Good analytical and strategic planning skills, creative approach to problem solving
9. Ability to work under pressure and changing environment
10. Discrete with the ability to deal with sensitive and confidential issues
11. Experience of working with NGOs, or other assistance agencies an advantage
12. Commitment to humanitarian ethics.
