Introduction

The Maternal and Child Survival Program (MCSP) is a global, USAID Cooperative Agreement operating in 24 high priority countries to introduce and support high-impact health interventions with the ultimate goal of ending preventable child and maternal deaths within a generation. The Program is focused on ensuring that all women, newborns and children most in need have equitable access to quality health care services to save lives. USAID’s MCSP supports programming in maternal, newborn and child health, immunization, family planning and reproductive health, nutrition, health systems strengthening, water/sanitation/hygiene, malaria, prevention of mother-to-child transmission of HIV, and pediatric HIV care and treatment. USAID’s MCSP engages governments, policymakers, private sector leaders, health care providers, civil society, faith-based organizations and communities in adopting and accelerating proven approaches to address the major causes of maternal, newborn and child mortality such as postpartum hemorrhage, birth asphyxia and diarrhea, respectively, and improve the quality of health services, from household to hospital.

USAID’s MCSP program in northern Haiti is hiring a Finance & Administration Manager who will report to Jhpiego’s Port-au-Prince-based F&A Director. The F&A Manager will lead and oversee management of finance and administrative functions for the USAID Haiti MCSP North field office in Cap Haitien. This includes implementing and maintaining financial, accounting and administrative systems required ensuring the integrity and effective performance of office’s financial and administrative operations. The F&A Manager works closely with MCSP North Chief of Party, the Jhpiego F&A Director, the MCSP North finance team, and others to ensure accurate financial, contractual and administrative reporting to the management team and to agencies external to Jhpiego. The F&A Manager will also ensure financial systems and reports are compatible with standard accounting practices and follow USAID rules and regulations. This position will be based in Cap Haitien.


Fonctions

• Provide guidance to the Chief of Party regarding the financial requirements of the project and office operations
• Ensure that USAID resources are appropriately directed to project priorities and are in line with project work plans
• Maintain and administer project financial accounting system
• Prepare accurate budgets, track expenses, ensure that required financial controls are in place and adhered to, prevent over expenditure of budgets, ensure proper safeguards of funds, and ensure compliance with established USAID, JHU and Jhpiego financial and accounting procedures
• Determine updated monthly accruals and projections to support forecasting accuracy and project completion as required
• Implement and maintain detailed financial reporting and reimbursement process in accordance with Jhpiego's established financial system
• Review, reconcile and monitor all accounts, including major project operating accounts, and petty cash operations involving cash advances
• Direct the annual budgeting process for all assigned accounts
• Work with the MCSP North Chief of Party, Program Manager, and HQ program and finance staff, to assist program staff in developing work plans and annual budgets for MCSP North program activities and local office costs
• Serve as a resource person for non-finance staff on USG, JHU and Jhpiego rules and policy
• Work closely with auditors during audits of Jhpiego field programs.
• Make budget adjustments, and other cost improvement measures, as required
• Use various software applications, such as spreadsheets, relational databases, statistical packages, and graphic packages to assemble, manipulate, and format data and/or reports
• Prepare responses to donor’s questions on financial information or budget application/proposal numbers.
• Ensure compliance by all assigned staff to the JHU and Jhpiego timekeeping requirements, as well as, timely approval of timesheets
• Direct and oversee the monitoring and annual auditing of cost-share requirements, tracking and reporting
• In collaboration with the MCSP North Chief of Party, plan and organize the administrative work of the project
• Provide guidance, monitoring, and support to the office administrator and logistics staff, including procurement for goods and services; logistical support for local and international travel for staff and consultants; financial oversight of local sub-grantees as needed; and maintenance of office inventory
• Ensure staff time sheets are completed as required and maintain records of leave and attendance for project staff
• Provide guidance and support for contracts development and management
• Supervise project finance, contracts, administrative, and logistics support staff


Qualifications Requises

• BA in Business Administration, Finance or related field, MBA preferred
• 7+ years’ experience managing USG grants and/or sub-contracts, especially in Haiti
• Knowledge of USG assistance policies and procedures
• Demonstrated experience organizing resources and establishing priorities
• Sub-contract and sub-agreement financial management experience
• Understanding of the difference between contracts and cooperative agreements and their relevant terms and conditions
• Experience developing finance and accounting policies, procedures and systems
• Effective communicator and can explain the project’s direction and motivate others with strong, honest leadership
• Ability to gather data, compile information and prepare reports
• Problem solving skills and excellent general management skills particularly in facilitation, team building and coordination
• Strong oral and written communication and presentation skills in French, Haitian-Creole and English
• Comfortable with a team approach to management and the ability to manage several major activities simultaneously
• Demonstrated leadership and management style that works in cooperation with others who represent a wide range of interests and needs
• Ability to work independently with a supervisor based in Port-au-Prince.
• Experience supervision a F&A team of at least 4 people
• Ability to travel domestically in the northern departments as needed
• Experience with international, non-profit organizations
• In depth knowledge financial software applications, databases and spreadsheets, including Microsoft Office packages, QuickBooks Enterprise, and others.
