Introduction

The US Agency for International Development (USAID)-funded Appui à la Valorisation du Potentiel Agricole du Nord, à la Sécurité Économique et Environnementale program (AVANSE) is a five-year, $87.8 million project designed to catalyze inclusive, sustainable economic growth in a potentially highly productive agricultural area. The program is based in Haiti’s Northern Corridor / Cap-Haïtien and works to increase agricultural incomes.

Capacity building is a conceptual approach to development that focuses on understanding the obstacles that inhibit people, governments, international organizations and non-governmental organizations from realizing their developmental goals while enhancing the abilities that will allow them to achieve measurable and sustainable results.
USAID is committed to building the capacity of local partners to sustain development progress beyond the period of U.S. support. Worldwide, USAID aims to strengthen the ability of governments, private sector entities, nongovernmental organizations, and other civil society institutions to implement programs effectively, while increasingly enabling organizations to implement programs by themselves. This is a key component of USAID Forward’s implementation and procurement reform objectives, which aim to change businesses processes in order to create conditions where aid is no longer necessary in the countries where USAID is working.


Fonctions






The Financial Capacity Building Officer will be responsible for the following detailed tasks, but not limited to:




- Work with the Financial Capacity Building Specialist to implement capacity building plans for each organization.




- Implement these capacity building activities, through on-site mentoring/coaching for each organization assigned in Port au Prince, and assess progress on a monthly basis;




- Work with each organization on a monthly basis to review, organize, and categorize their direct and indirect costs in accordance with the organizations policy manuals and chart of accounts.




- Provide input to training needs assessments and training content;




- Assist in the design and implementation of training events to promote knowledge of good financial management practices among Haitian partners and NGOs in general;




- Prepare written and oral reports both for internal and external use;




- Ensure timely submission of all required reports and deliverables;




- Perform other organizational duties as needed.










Qualifications Requises

- At least 7+ years of professional experience.
- Prior experience on donor funded projects required.
- Proven leadership qualities and abilities.
- Demonstrated ability to work and coordinate effectively with a wide variety of stakeholders.
- Proven ability to develop productive communication with partners in the field.
- Experience in organizational management, financial/budget management and conducting needs assessments preferred.
- Demonstrated understanding of the Haitian context.
- Fluency in French, Haitian Creole, and English required.
- A university degree in business administration or a relevant field is required


Reporting:
The position holder reports to Financial Capacity Building Specialist.
