Introduction
Background & Objective:
The Procurement Manager is responsible for overseeing the project procurement of goods and operations, to ensure completion in a timely manner and within deadlines. The Procurement Manager will ensure that DAI and AVANSE procurement policies, procedures, rules and guideline are followed by the procurement staff in the delivery of procurement services and that all procurement actions are compliant with US Federal Acquisition Regulations (FAR) and Agency for International Development Acquisition Regulations (AIDAR) regulations, as well as DAI policies and procedures.
Fonctions
The Procurement Manager is responsible for the following tasks, but not limited to:
• Support the Operations Manager in managing procurement of goods and services through subcontracts, blanket purchase agreements and purchase orders;
• Oversee project procurement and ensure compliance with DAI corporate policies (AVANSE Field Operations Manual (FOM) procurement policies), as well as contractual terms, FAR, AIDAR, and other applicable rules and regulations;
• Manage the purchase process of a wide-range of goods, commodities, and services;
• Manage all procurement documents, ensuring compliance with relevant regulations.
• Provide management of the relevant procurement function, including preparing specifications, solicitation documents, managing evaluations, drafting requests for consent for the contracting officer, and overseeing vendor selection process;
• Understand the extensive and complex procurement budget of the project’s technical components.
• Manage vendor relationships, contacts, and pre-qualifications lists;
• Provide input related to project procurement for financial and other reports;
• Ensure that current and past procurement files are maintained in accordance with applicable policies and procedures, and work to complete the files as necessary.
• Provide procurement procedures and policy guidance and interpretation for program staff;
• Supervise and monitor project procurement staff, and their assignments. Coach, mentor, and train local program staff on procurement policies and procedures;
• Periodically visit delivery sites where services and commodities are being delivered;
• Work with the technical teams and M&E team, to ensure proper documentation of the beneficiary distribution documentation.
• Coordinate with the Grants and Subcontracts team on all procurement actions related to the in-kind grants;
• Provide recommendations on process improvement, for better streamlined processes and procedures and improved efficiency.
• Coordinate with the DAI home office project management and internal audit team, to ensure compliance with DAI and USAID policies and regulations.
• Manage procurement-related tasks in coordination with the Port au Prince office;
• Maintain responsibility for the Commodity Waiver Tracker with reports to the Senior Operations Manager;
• Follow direction and collaborate with the Senior Operations and the Senior Finance Managers, and perform other tasks as directed.
Qualifications Requises
• Demonstrated experience in a procurement or financial management capacity required, with at least 5 years working on USAID-funded contracts undertaking a high volume of agriculture procurements.
• Experience in competitive procurement of goods and services required.
• Experience in administration of subcontracts and purchase orders strongly preferred.
• Fluency in French and English is required; fluency in Haitian Creole preferred.
• University degree in a relevant field strongly preferred.
• Prior management experience strongly desired, with the ability to manage and mentor 5 to 7 staff in a high paced environment.
Reporting:
The Procurement Manager reports to the Senior Operations Manager who is under the supervision of the Senior Financial Manager.
