We are looking for a “Partnership & Community Mobilization Technical Adviser - Haiti Country Office” Port-au-Prince with regular travel to field offices.

Fonctions
ROLE PURPOSE
‘Partnership’ is as key approach and component of our theory of change that needed strengthening in all aspects, both programmatic and strategic. The Partnership, Community Mobilization & Organizational Strengthening Advisor will provide overall strategic and operational leadership to our programming with regard to partnership, as well as directly supporting key partners to strengthen their organization. SC has developed partnership guidance and tools; the advisor will contextualize for Haiti, propose tools to fill gaps and support teams across all thematic in using these. SC also currently uses a particular community mobilization approach the ‘Community Action Cycle’ or CAC; the advisor will be responsible for improving community mobilization tools and supporting teams in implementing community mobilization to a high level of quality. In addition the advisor will directly work with key partners in executing their capacity building plans. The position will be a senior national position, reporting to the PDQA Director, engaging with the Operations Director and Field Office Directors, and working closely with the thematic teams (advisers, program managers) and with the MEAL team.
KEY AREAS OF ACCOUNTABILITY:
Strategic Development
Mapping and assessment of the current partnership portfolio identifying strengths, weaknesses, opportunities and threats. The mapping and assessment should cover the whole spectrum of programming incl. Advocacy and this Partnership Database should be regularly updated. It should also cover assessments and reviews made by other NGOs.
Mapping and assessment of current community mobilization models identifying strengths, weaknesses, opportunities and threats.
Ensure that partnership and community mobilization are in line with the SC Global Strategy and principles, contribute to SC Haiti strategy planning, country annual reporting and planning, and updated as needed to ensure first class programming which responds to children’s needs.
With the support of the PDQA Director, work closely with other teams to ensure an integrated program approach to partnership and community mobilization.
Lead all sectors in development and management of strategic partnerships at national level
Support the PDQ Director and thematic sectors in the identification and selection of partners for high quality project proposals, and to support partners in contributing to proposal development.
Work with the PDQ Director as required to ensure that capacity strengthening activities are properly integrated in program design and budgets.
Lead all sectors to strengthen and maintain links with key task forces and coordination mechanisms at the national level.
Participate in Extended Senior Management Team meetings helping the country program in the delivery of program goals
Capacity Building and Technical Support
In a participatory manner with key staff and partners, develop tools, systems and procedure to support and operationalize a partnership framework for SC Haiti for partner scoping, selection, organizational strengthening, management, feedback and close out.
In a participatory manner with key staff and partners, develop tools, systems and procedures to support and operationalize community mobilization for SC Haiti in rural and urban contexts, and across thematic.
Conduct a training needs assessment of staff with respect to partnership and community mobilization.
Develop a training plan and roll out trainings on partnership and community mobilization as needed.
Facilitate the SC team in conducting participatory partner and partnership assessment processes and regular partnership review meetings as needed.
Development of an approach and models for organizational capacity-building for local partners which is based on the engagement with selected partners. This approach should look at factors that help build strong and independent child rights NGOs and include progress indicators and milestones that are confirmed through M & E and, as and when necessary, coordinate with other development stakeholders (INGOs, donors, etc) to support joint approaches to capacity strengthening of key partners.
Support reviews of working approaches in community mobilization and partnership and provide guidance to improve practices.
Ensure staff preparedness for community mobilization and partnership in emergencies, participate in Emergency Preparedness Planning.
Ensure that all partnership and community mobilization practice meets Save the Children’s guidelines, as well as other agreed protocols on best practice at all stages.
Provide training, capacity building and technical support to program staff and relevant ministry/partners in line with identified capacity development needs.
Monitoring, Evaluation, Accountability and Learning (MEAL)
With the MEAL Manager, develop and support coordinated approaches to monitoring in partnerships, including areas such as finance and compliance, capacity strengthening, programs, and overall health of partnerships.
In coordination with the MEAL Manager, support the SC Haiti team to identify and support steps to generate shared learning that can be applied to future partnerships and program development (e.g. partner feedback mechanism or thematic partner meetings).
In coordination with the MEAL Manager, develop a system for accountability towards partners where SC regularly seeks feedback from partners on its strategies and plans. The process should also secure mutual learning both in terms of program delivery and partnership building.
Assist SC Haiti managers in programs in learning and knowledge sharing through coordination of communities of practice on partnership and on community mobilization.
In coordination with the MEAL Manager, support the inclusion of effective mechanisms for monitoring and evaluation of community mobilization.
In coordination with the MEAL Manager, scope and select strategic partners to advance research.
Facilitate regular dialogue and information sharing with partners including government, non-government partners and civil societies.
Report trends and performances of partners and document lessons drawn from working in partnership.
Documentation of learning from promising and good practices on partnership.
Keep up to date and disseminate proper documentation of potential and current partners.
Support the introduction, testing and scale up of innovations for increase impact on children.
Advocacy and Representation
In coordination with the Child Rights Governance, Advocacy and Communications Manager, support advocacy efforts and planning, and raise the profile of the organization through strategic partnerships.
Ensure an integrated and joined up approach to advocacy and work through partnerships.
Support the scoping and establishment of strategic partnerships to Influence policy and engage with key government agencies and other stakeholders and duty-bearers as needed.
Engage with counterparts in other countries and with the RO to share Myanmar CO progress and learn from work elsewhere.
Work with programs and the communications unit to ensure documentation and sharing of case studies and best practices within partnership management.
Work to strengthen networking among civil society stakeholders in education and child protection and promote capacity building of local civil society groups.
Strengthen links and ensure good communication and collaboration with the Save the Children members.
Qualifications Requises
QUALIFICATIONS & EXPERIENCES
Minimum of Bachelors Degree, in social science, human rights, development or other relevant fields of study;
At least three years of relevant experience;
Practical experience in education, child protection, health, child rights governance and/or other thematic areas and programming;
Experience of working within large and complex international organizations;
Experience of solving complex issues through analysis, definition of a clear way ;
Experience in partners capacity strengthening and civil society development;
Experience in community mobilization practices;
Project/program development and management experience;
Strong cultural sensitivity, with highly developed interpersonal and communication skills; including influencing, negotiation and coaching;
Fluency in Haitian Creole, French and English language required;
