Introduction
The NASTAD Tuberculosis (TB) Surveillance Manager is located full time in Haiti, and reports to the Deputy Country Director at the NASTAD’s Haiti office. The position is responsible for providing support to the Haiti Ministry of Health (MSPP) for TB surveillance system planning, coordination, supervision, monitoring and evaluation, as well as support for data collection, analysis, and use. The TB Surveillance Manager is expected to collaborate closely with the MSPP (PNLT unit) and other identified key partners to maintain and strengthen the reputation of NASTAD in Haiti as a highly capable organization.
Fonctions
System Implementation And Oversight
• Provide site-level training and support to ensure the ongoing expansion and implementation of the system
• Follow-up with health systems, MSPP departmental staff and reporting sites as needed to improve data quality and completeness
• Identify system needs, gaps and improvement strategies
• Conduct data analyses in accordance with the TB project plan
• Create summary reports of the identified sites, departmental and national level support needs, the status of progress to meet the needs, and recommended next steps
Staff Management
• Supervise the work plan and deliverables of the NASTAD TB Program Officer
• Be responsible for the review and the assessment of TB work plan and progress of the program towards the objectives
• Provide or arrange for training and technical assistance activities as needed
Outreach and Support
• Develop and maintain strong, proactive relationships with national, departmental and site-level staff working in surveillance including staff at MSPP, CDC, and health service networks
• Develop and maintain strong, proactive relationships with other organizations working in surveillance
Qualifications Requises
Education/Experience
• Advanced Degree in Public Health or related field and at least six years work professional experience in planning and managing public health programs related to HIV or TB
• At least four years experience in a leadership role and supervising staff
• Technical and programmatic expertise in TB-related or similar project management
• Experience in training health care workers
• Strong and demonstrated experience in monitoring, evaluating and documenting observed activities
• Experience in data management and data analysis with a demonstrated ability to perform routine reporting statistics
Knowledge and Skills
• Excellent written/oral communication and presentation skills in French, English and Creole
• Ability to navigate complex government processes with multiple influencers while negotiating and achieving consensus
• Must be great mentor, manager role model and team player/builder; must have, and meet, high performance standards
• Exceptional ability to work independently and autonomously
• Proficiency in Microsoft Office Suite with strong computer skills
• Must be available to travel throughout Haiti

Visual Acuity, Hearing, and Speaking
• Excellent verbal and written command of the French language is required
• Position requires the ability to communicate effectively both in person and via telephone and/or non-visual internet connection
Environment and Scheduling
• Interest in working with an HIV/TB-focused public health organization
• Travel requirement may be up to 30% in and around Haiti
• Position requires legal residence and right-to-work in Haiti. NASTAD will not provide relocation and/or housing assistance for individual selected for position
