Introduction
The Accounting and Compliance Officer will support day to day accounting operations and grants compliance. This position will report to the Finance and Compliance Manager. In addition to the above, the incumbent will support project sites by conducting relevant trainings in the field of program/finance compliance and will conduct systematic compliance reviews for the projects.
Fonctions
• Prepare general journal ledger entry
• Reconciling bank accounts monthly
• Calculating travel advances and per diem for staff and verifying expense reports
• Completing check request/ purchase order form in order to process check disbursement
• Monitoring payments to local subcontractors and consultants
• Prepare monthly financial statements
• Monthly report of transactions by account
• Monthly report of Expenses
• Cash disbursement journal with justification
• Maintaining financial records, ensures that all transactions are fully documented
• Monitoring Points of Service and sites visit
• Receiving & reviewing sub grantees Monthly Financial Reports for compliance with donor requirements.
• Ensure posting of financial information and reporting on a timely basis
• Strengthening the sub grantees to address compliance capacities to enhance sustainability of the program through trainings and Onsite Visits.
• Proactively follow up with the sub grantees to address outstanding issues on compliance to ensure that they are followed up on a timely version.
• Providing communication and constant contact with the Health Facilities and the Project Coordinators to address program compliance issues affecting the Health Facilities
• In collaboration with the Senior Medical Technical Advisor identifying systematic failures at the Heath Facilities in terms of Compliance & Finance operations and proposing corrective action to enhance sustainability of the program.
• Providing Technical Assistance to the sub grantees through site visits
• Participating in projects meetings as assigned
• Preparing quarterly reports to show expenditures, budget status for the implementing sub grantees
• Ensuring that all the compliance visits are planned for and implemented within the stipulated period in the work plan.
• Assist in other program implementation activities as needed.
Qualifications Requises
• University Degree in Accounting
• A minimum of 3 years’ experience managing accounts and as compliance officer
• Knowledge of donor practices and USG accounting for grants and/or cooperative agreements (USAID/CDC).
Critical Ability and Skills
• Analytical/problem-solving skills.
• Attention to detail, and be able to perform multiple tasks, often under stressful work-situations/deadlines.
• Strong interpersonal, motivational and communication skills
• Ability to travel on short notice
• Fluency in French, Creole and English is required
