Introduction

The United Methodist Committee on Relief (UMCOR) is a United States based not-for-profit organization which is registered as a non-governmental organization (NGO). UMCOR has a long operational history in Haiti. Across all its programming (livelihoods; water, sanitation and hygiene; and shelter and reconstruction), UMCOR Haiti supports community engagement. This involves extensive community-based consultation and participation as well as close coordination among project partners including the Government of Haiti (GoH) and donor partners. The overarching objective of UMCOR Haiti’s efforts is to support the Government of Haiti (GoH) in implementing sustainable post-earthquake reconstruction and development. The UMCOR Haiti Strategy which covers the period 2013-2017 takes into account Haiti’s development challenges pre-earthquake yet focuses on reconstruction and projects adequate for reconstruction given the changes in context, content, and focus of the Government of Haiti’s (GoH) “Build Back Better” agenda.
The purpose of UMCOR’s Haiti mission is to provide emergency response, early recovery and transitional development assistance in the affected regions of Haiti.


Fonctions

UMCOR Haiti is currently seeking a national WASH Officer to support all general programming for the WASH department. This position is based in Port au Prince with travel as needed to other parts of the country.

The WASH Officer will be part of UMCOR’s WASH program unit under the guidance of the WASH Coordinator. Housing and transportation to and from work are not provided for this position. Transport is provided for business purposes during working hours (weekday and weekends).

The WASH Officer will be part of a team working and supporting the programming, reporting, training, coordination, implementation, monitoring, and other areas of importance to the delivery of quality WASH programming. This position requires attention to detail, patience, strong time management and training skills, teamwork, initiative, and responsiveness.
Primary responsibilities and duties are, but not limited to, the following:

1. Assist in the Development and review of WASH program plans and projects as well as implementation strategies.
2. Implement health, hygiene and environmental education promotion activities covering hygiene, promotion, water access, water treatment, sanitation, and solid waste management.
3. Prepare for WASH Coordinator’s review and conduct health, hygiene and environmental education workshops, courses, and other interventions for students, teachers and community members.
4. Engage the community, coordinate with beneficiary leaders to ensure community awareness of UMCOR’s programs and policies, community participation and ownership of the initiatives.
5. Actively ensure the WASH Units Monitoring and Evaluation plan is effected, conduct regular KAP (Knowledge, Attitude and Behavior) surveys during trainings to establish hygiene awareness and practice levels, impact of hygiene activities, and to determine progress, knowledge gaps, weaknesses in training material or approach and to support recommendations for fresh courses of action.
6. Prepare weekly work plans, updates and contribute to the monthly progress reports of the unit. promotion activities to the delegated supervisor in the prescribed format, bringing out essential outputs and challenges clearly
7. Maintain and update computer databases of WASH activities and operations as directed
8. On the basis of the procurement plans and according to procurement policy, initiate requisitions for procurement of program materials in a timely manner
9. Take part in the selection and/or design, pre-testing, dissemination and evaluation of the impact of appropriate IEC hygiene material.
10. Assist in the development and administration of surveys of need, beneficiary selection, economic surveys etc for community, households, and schools.
11. Assist in administration of project evaluation and monitoring activities.
12. Ensure that accurate and detailed records of project activities and monitoring and other visits are formulated and submitted in a timely way.
13. With the unit ensure activities are implemented effectively and within time and budget WASH program as per the project proposals and project/donor requirements.
14. Attend meetings internal and external to represent UMCOR WASH unit as directed and ensure meeting notes are taken and channeled back to the WASH Coordinator in a timely way.
15. Translate program documents in English, French and Creole as needed.
16. Other duties as assigned.


Qualifications Requises




1. Must have excellent skills in speaking and writing English and Creole, French language skills a plus


2. University or College level technical training in water, sanitation or hygiene.


3. Minimum two years experience of working with NGOs on water, sanitation and hygiene promotion projects,


4. Proven experience as a trainer in a non-academic setting.


5. Experience developing training material, or modules.


6. Must be able to be flexible and willing to work independently and carryout duties as tasked.


7. Candidates with experience and training in Community Driven Development Approaches and Disaster Risk Reduction for WASH preferred.


8. The ideal applicant should be comfortable collaborating with faith-based local partners.
