Introduction

Catholic Relief Services (CRS) has been operational in Haiti since 1954, implementing a variety of programs ranging from emergency response to sustainable development depending on particular needs and dynamics within the country. CRS’ current portfolio focuses on urban development, agricultural production and value-chains, quality education, health, and Disaster-Risk Reduction. CRS has been working in the North East Department of Haiti to address issues related to child trafficking, livelihoods for vulnerable households, and education for all. CRS is now engaging in a program specifically targeting Child Labor and Workers’ Rights in the North, North East and border areas, using a cross-sectorial approach to reduce child labor utilizing educational, livelihoods, governmental policy, law enforcement, and social compliance interventions.

The Social Compliance Officer will be responsible for leading partner businesses in the agriculture sector, including at least one business in the sugar cane industry, through the development and implementation of social compliance systems to enforce labor laws in agricultural industries. The Social Compliance Officer will lead participating partner businesses through the eight components of a good social compliance system, including: 1) Engage stakeholders and partners, 2) Assess risks and impacts, 3) Develop code of conduct, 4) Communicate and Train across the company’s supply chain, 5) Monitor compliance, 6) Remediate violations, 7) Independent Review, 8) Report performance. The strategy utilized for developing and implementing social compliance systems with partner businesses should be based upon best practices by the private sector to reduce child labor, and address child labor rights, working conditions, and forced labor, including credible monitoring and independent verification.


Fonctions

• Identify and confirm partnerships with businesses in the agriculture sector, including at least one business in the sugar cane industry, to engage in the process of developing and implementing a social compliance system.
• Lead partner businesses through the eight components of a good social compliance system highlighted above.
• Work with targeted companies to develop written labor contracts with clear duty and remuneration descriptions to ensure that all parties understand job expectations, prevent accidental hiring of minors, and improve industrial relations.
• Identify and implement best practices for the transparent, verifiable payment of workers in the sugarcane sector, particularly with workers who are paid by the weight of sugarcane cut or on a piece-rate basis.
• Develop and follow standard protocols during labor inspections to ensure the independence of investigations.
• Work with government and civil society actors to promote social compliance systems in the private sector, showcasing those companies that have made improvements, and holding accountable other businesses who need to make more efforts in the development and implementation of social compliance systems.
• Make field visits to monitor implementation of the social compliance system, advising on weaknesses and helping business to make improvements.
• Liaise to and coordinate with other projects and service providers in Haiti to ensure coordination and to leverage learning and resources.
• Participate in technical working groups, events, and representational activities related to the project.


Qualifications Requises

• Bachelor’s degree with a minimum of 5 years’ experience working in the agricultural sector with farmers and/or agricultural businesses to improve their practices.
• Minimum of three years of experience in the area of company supply chain compliance programs.
• Familiarity with working conditions of laborers and child labor issues in the agriculture sector.
• Established network of agriculture enterprises and ability to work diplomatically with them to improve their social compliance systems.
• Ability to maintain working relationships with all project stakeholders, including coalition building and partnership promotion.
• Ability to meet deadlines, achieve targets, and provide all required inputs to deliverables.
• Fluent in English, French, and Creole
