Introduction
Catholic Relief Services (CRS) has been operational in Haiti since 1954, implementing a variety of programs ranging from emergency response to sustainable development depending on particular needs and dynamics within the country. CRS’ current portfolio focuses on urban development, agricultural production and value-chains, quality education, health, and Disaster-Risk Reduction. CRS now seeks to develop a program specifically targeting Child Labor and Workers’ Rights in the North, North East and border areas, utilizing a cross-sectorial approach utilizing educational, livelihoods, governmental policy, law enforcement, and social compliance interventions.
The Livelihoods Specialist will lead interventions that support community members to adopt income-generating activities that are safe alternatives to child labor or working in environments that do not protect their rights. The Livelihoods specialist shall develop and manage project interventions that create decent employment opportunities for targeted households and that develop enterprises so that they are more profitable and employ more people from targeted communities. Where possible, interventions should engage the agriculture sector. A strong ability to engage effectively with private sector actors as well as non-government organizations and community based organizations is a critical aspect of this work.
Fonctions
• Develop a livelihoods plan for the project, in consultation with the Project Director and CRS’ technical advisors; that incorporates interventions in employment, enterprise development, and savings groups; and take a leadership role in the execution of this plan.
• Lead a market assessment and/or value-chain analysis in targeted areas to identify job opportunities that could be developed in the life of the project for target beneficiaries.
• Facilitate the develop technical training programs in collaboration with employers and local training providers that enable targeted beneficiaries to obtain the jobs available and to be retained long-term.
• Facilitate the development and implementation of an enterprise development program that helps existing and aspiring entrepreneurs to develop profitable businesses,
• Coordinate the implementation of CRS’ Savings and Internal Lending (SILC) methodology for groups in the targeted areas.
• Manage relationships with private sector businesses, training providers, and NGOs/CBOs to trouble-shoot problems and ensure that the program is meeting all parties’ expectations
Qualifications Requises
• Bachelor’s degree and a minimum of three years of experience in a leadership position responsible for developing livelihood interventions and the technical aspects related to the project’s livelihoods strategies, including skills training, micro-savings and lending, employment generation, alternative/additional income generation, youth employment and social protection.
• Experience in projects promoting livelihoods interventions.
• Understanding of child labor issues, including youth employment, and workers’ rights in Haiti and the DR.
• Experience working successfully with government agencies and private organizations engaged in promoting improved livelihoods for household and the provision of social protections services.
• Experience working with employers’ organizations, trade unions or other civil society organizations.
• Fluent in in French and Creole required, fluency in English preferred.
