Introduction
Reporting to : Head of Technical Coordination Unit
Frequent contact with: Deputy Country Representative – Programs, Program Managers, Technical advisors, Operations team, Field staff, Haitian Red Cross, NGOs, CBOs, women organizations and Community leaders.
Background
The American Red Cross (ARC) International Services Department (ISD) seeks to prevent and alleviate human suffering around the world by responding to disasters; building safer, more resilient communities; and educating future humanitarians. In pursuit of this mission, ARC mounted a major response to assist Haitian communities in the wake of the devastating 2010 earthquake, and the ARC Haiti Assistance Program (HAP) was established to direct that response. Over the past year, HAP has transitioned from a response and recovery mode to a sustainable development approach aimed at enhancing resilience in targeted communities over the longer term. To that effect, ARC is continuing the implementation of the following programs:
• In the West department
- The Integrated Neighborhood Reconstruction and Recovery Program, also known as Lavi Miyò nan Katye Pa M (LAMIKA) in Carrefour-Feuilles
- The Sustainable and Responsive Housing and Development Program (SRHDP) in Canaan
- The Youth Engagement Program (YEP) in Cité Soleil and Martissant
- The Economic Strengthening and Improving Livelihoods with and for Young Women and Men in Carrefour-Feuilles
• In the Grand Nord region (North, Northeast and Northwest departments)
- The North Community-Based Integrated Program (NCBIP), also known as Gran Nò Pi Djanm (GNPD) in the North, North-Est and North-West departments of Haiti
- The Economic Strengthening and Livelihoods Improvement in Haiti, Northwest department
This resilience enhancement strategy is rooted in i) a community-empowerment approach whereby the Haitian Red Cross (HRC) contributes to organizing communities to be the protagonists in their own development; ii) the mainstreaming of the equality between women and men as a core value throughout the organization, resulting in equal access to all to the benefits of its programs according to their differing needs.
ARC-Haiti seeks an experienced National Gender and Community mobilization Advisor to support its programs towards the development and implementation of gender and community mobilization strategies and the building of team capacity on gender mainstreaming.
Summary
The Senior National Technical Expert - Gender and Community Mobilization, under the direct supervision of the Head of Technical Coordination Delegate and in close consultation with the Deputy Country Representative – Programs and ARC Haiti program managers, will lead the design, development and implementation of ARC’s gender strategy. S/he will support the community mobilization development strategy implementation and ensure that gender equity is a basic component of all programs implemented or funded by ARC in all targeted communities. S/he must have extensive and proven experience in community mobilization, community development, capacity building, gender and women empowerment both in urban and rural areas settings.
The Senior National Technical Expert - Gender and Community Mobilization will be a highly motivated and proactive individual, able to provide guidance on Gender and Community mobilization to the programs’ technical staff on the best way to optimize the impact of the programs activities at field level, motivating staff and developing their capacities in community mobilization and gender mainstreaming. Furthermore, s/he will provides support in managing communities’ expectations, contributing to empowering communities and women while ensuring that effective relationships are maintained within the various groups inside the communities. S/he should also have the ability to work with diverse community, CBO’s, women’s groups/associations, youth associations, partners, to build network and link to existing network and develop innovative program activities to stimulate interest and participation within the communities through all ARC programs.
Fonctions
Specific duties and accountabilities
- Lead the development and implementation of the ARC’s gender strategy and community participation framework. Provide relevant information/documentation to revise existing strategies when needed.
- Support Haitian Red Cross in gender-based program development and management with special emphasis on gender-based violence, community violence prevention and women empowerment
- Lead the design of gender and women empowerment projects, including conducting capacity building and community stakeholder mapping, assessments and community training programs in close coordination with the programs managers and key staff
- Ensure that all programs include a gender component with budget allocation for relevant activities
- Develop, plan and coordinate trainings in gender and work plans with program staff, review and evaluate work methods and procedures in partnership with program managers, gender focal points and other relevant actors
- Collaborate closely with Program managers and technical advisors (both at delegation and headquarters level) to ensure that gender strategy and activities are aligned with ARC’s integrated approach as well as with the Government’s strategy
- Provide high quality technical support including training to program teams working under LAMIKA, Gran Nò Pi Djanm, Youth, CANAAN, CHW, etc., partner projects
- Provide guidance and support to programs and partners’ staff by assessing compliance with Community and Gender guidelines during program/project implementation
- Support the Program managers to ensure that good connections are maintained with relevant community stakeholders and the various groups within the communities.
- Liaise with the Beneficiary Communications and the Accountability to Beneficiaries’ teams to ensure that information regarding gender is well shared and understood among the teams and within the community
- Identify and develop partnerships and relationships, ensuring regular engagement and coordination, with relevant partners in local government, women organizations, civil society and international NGOs
- Contribute to the Learning agenda of the American Red Cross in the field of Gender and Community mobilization by exchanging best practices in the field among partners, proposing knowledge sharing events and contributing to the organization of such events
- Take the lead role in the organization of the Gender conference in Haiti that will seek to enhance awareness about gender equality, advocate for women empowerment and facilitate networking to spur/sustain women empowerment.
Additional duties
- Ensure that gender-based violence materials and tools developed jointly with ARC’s partners can be used and/or adapted for future needs in others programs
- Design key gender markers that will be integrated into all new and existing programs
- Make sure that all programs are gender-sensitive and offer opportunities for both women and men to improve their socioeconomic status through more access to and control over the resources and benefits
- Ensure that project logical frameworks identify and account for the gender issues implicit in planning, monitoring, and evaluation of programs. Support the beneficiary communications team in ensuring that community and platforms are well informed about gender activities
- Participate actively in program meetings to better capture community mobilization and gender support needed
- Produce weekly update on gender activities to the Head of Technical Coordination.
Duties applicable to all staff
- Work towards the achievement of overall goals of ARC Haiti Delegation through effective managerial and lateral relations and teamwork
- Ensure understanding of roles, responsibilities, lateral relationships and accountabilities
- Perform other work related duties and responsibilities as may be assigned by the supervisor
- Understand and practice the Principles of the Red Cross & Red Crescent Movement
- Establish effective working relationships with national staff and delegates
- Ensure effective working relationships with Haitian Red Cross Society.
Qualifications Requises
Qualifications
- Bachelor degree in social sciences or humanities
- A minimum of 10 years of relevant experience in community mobilization and gender (i.e. community mobilization, community development, capacity building and women empowerment) preferably in an I/NGO
- Proven managerial experience through prior work in accountability, community communications, gender, community engagement and holding positions of responsibility
- Excellent understanding of the different roles of men and women, their interactions with social, cultural and economic institutions around them and the resources and opportunities for livelihoods advancement that protect and cushion them against further vulnerabilities
- Demonstrated ability to work effectively with communities, government, women organizations, youth organizations and other stakeholders at local and national level
- Strong understanding of two-way beneficiary communications and accountability
- Experience working in participatory community processes
- Experience in training, facilitating focus group discussions, community consultation
- Willingness to learn and innovate, flexibility, dedication and creativity
- Ability to work to meet deadlines in multiple tasking environments
- Ability to work effectively under pressure and to organize and prioritize competing activities
- Experience conceiving and delivering trainings for staff and community members
- Prior experience in developing gender thematic strategies and supporting cross-cutting research and advocacy work around the gender theme: preferred
- Experience working for the Red Cross/Red Crescent or other international humanitarian organization, preferably in community development: preferred
- Excellent command in Microsoft Office programs
- French, required. Creole, preferred.
- Strong English speaking and report writing skills
- Excellent interpersonal, facilitation, and communication skills
