The Security and Fleet Manager (SFM) is responsible to provide leadership on all matters relating to fleet, security management, staff safety and security and ensure that staff are in compliance with CRS security and safety and fleet management policies and procedures. The SFM shall also ensure adherence to CRS standards and the availability of necessary staff and systems to develop and implement quality fleet management support with high levels of accountability and transparency and shall continually review, refine and strengthen systems, as necessary. The SFM reports to (TBD), and has a dotted line reporting responsibility to the Country Representative.
Fonctions
I. Security Management:
Develop proactive and responsive policies to protect CRS staff, assets and program in the field, including input to the regular revision of the FSP (field Security Plan), including annexes (Evacuation Plan, Haiti Security Levels).
Provide leadership and direction to CRS/Haiti in all areas of security capacity building including: preparedness, training, orientation, learning, technical assistance, and advises on specific security situations.
Develop programming guidelines for security and communications for CRS emergency programs. Guidelines should reflect best practices. These guidelines must be articulated in the form of papers and manuals.
Conduct on a regularly basis, the Security Risks assessment for CRS/Haiti and to update the policies related to the Haiti security level (Security Level - Family post – curfew – staff movement – R&R – Danger Pay)
Ensure that all CRS/Haiti Security documents, including visitor briefing papers, are up to date and include information about new program areas.
Ensure that all staff have access to and have read and fully understood the FSP. Carry out regular assessments at the offices and in the field to ensure compliance.
On a regular basis, ensure the posting of CRS/Haiti security documents on the SharePoint ‘’Haiti Page’’.
On a regularly basis, in agreement with the CR, ensure the posting of security incident reports on the CRS Global.
Provide information on the general socio-political and security situation on a daily basis to the CR.
Inform the CRS Management of any potential threats for the staff, CRS properties and assets;
Gather security information from CRS/Haiti sub-offices and forward to the CR with recommendations as appropriate.
Establish and maintain effective liaison with local police, security forces, embassies and other relevant organizations.
Provide assistance with and monitor public relations and community engagement programs as part of the wider security risk program
Ensure that the security briefing is done for all visitors within 24 hours of arrival
Ensure that the Constant companion and the Welcome to CRS book are updated regularly and shared with the Admin Travel and logistic staff.
Manage the contract with Condor and insure that the guards are at their post all the time.
Follow up with Condor on security related issues with international staff houses as well as all CRS offices
II. Crisis Management
In times of security emergencies, supports the CR in fulfilling his roles in the context of the HQ Critical Incident Management Plan;
Maintain an active network of external contacts that can be called upon in case of a security-related emergency;
Ensure that CRS/Haiti Critical Incident Management Plan continues to be a living document, organizing simulations to practice incident response on a regular basis. Also takes and implements lessons learned from past simulations
Continuously ensure the use of Mass SMS to staff for all critical and security related communication
III. Representation
Represent CRS/Haiti within the Joint Humanitarian Security Forum (JHSF) and other safety and security related forums, contributing to close collaboration with peer agencies around common safety and security management priorities;
Represent CRS at other external meetings or conferences, as needed, which relate to CRS/Haiti policy, advocacy or operations regarding staff security interests.
Make contact with and develop relationships with CRS Partners including Caritas, Haiti government ministries and agencies responsible for staff safety and security management.
Fleet Management
Responsible for managing all agency vehicles in the motor pool, design a schedule of repair and maintenance for vehicles and imp supervise fleet coordinator, monitor the movement of vehicles and the conditions of vehicles with partners, prepare specifications for purchases of vehicles and follow up on delivery.
• Oversee the coordination and management of both Pap fleet Department and Les Cayes Fleet Department
• Ensure that the Fleet manual is updated, shared with the country program and uploaded onto SharePoint
• Ensure that all motor vehicle, property management and other operation and program polices are fully implemented and that all fleet staff are fully conversant with this policy
• Ensure that all the fleet staff have measurable performance objectives and they perform as per the required standard
• Ensure all CRS staff authorized to drive have valid drivers’ licenses and that they have undergone a road test with CRS vehicles
• Communicate with driver in the field on any administrative issues requiring their attention
• Ensure drivers undergo an eye examination as stipulated in the vehicle policy
• Make sure that the fleet coordinator obtain travel needs of the agency on regular basis and prepare a weekly vehicle deployment plan
• Ensure that all the vehicle conditions are monitored every day and vehicles are repaired on time
• Participate in the process of Prequalification of Vehicle to be purchased
• Make sure all vehicles have tags and the tags are renewed on time
• Ensure that all donated vehicle titles are changed as soon as donation certificate is issued not to exceed 3 months
• Make sure spare parts are purchased on time and managed properly
• Monitor repairs and maintenance of vehicles and generators and ensure that they are done professionally and as per the orders placed by the agency
• Update and share the vehicle replacement plan yearly
• Ensure that local and international insurance are renewed payments for vehicle insurance are processed, and insurance claims are submitted to the insurance companies’ promptly
• Ensure that all vehicles and motorcycles are secured and the files for each vehicle are maintained, updated and kept in a locked filing cabinet
• Ensure that vehicle related reports are issued on time and each vehicle has a vehicle logbook and they are properly, accurately and consistently filled in and filed.
• Take the lead in managing all accidents (property and vehicle) and ensure that for vehicle accidents the hearing is done within 48 hours.
• Make sure that staffs are oriented on procedures to follow for Vehicle accidents. Where necessary visit the accident spot to render assistance
• Prepare vehicle Accidents reports and submit them to supervisor for review before sending the report to HQ
Qualifications Requises
Requirements:
1. Strong leadership, management, and analytical skills.
2. Strong customer service orientation and effective communication skills (good listener, positive, supportive, clear, constructive, and accessible) both written and verbal.
3. Knowledge of English is required.
4. Excellent skills in Excel required. Knowledge of other application software, such as Word, Visio and PowerPoint highly desired.
5. Strong planning and organizational skills.
6. Ability to prepare training materials and to present training materials.
7. Ability to learn fast and adapt quickly to change.
8. Desire to work in a collaborative and proactive team environment, but able to work independently.
9. Experience in hostile and stressful environments and ability to cope well under stress. Demonstrates excellent judgment.
10. In depth knowledge of security requirements as they relate to international humanitarian assistance agencies including standards for physical security and communications and excellent understanding of “acceptance” methodologies and procedures.
11. Demonstrated ability to lead diverse and cross-cultural teams to achieve common objectives; collaborative and team-oriented.
12. Excellent interpersonal, oral and written communication and negotiation skills.
13. Excellent English writing skills
14. Availability: 24/7 to provide support for major security emergencies as requested.
15. Willingness and ability to travel in the field 20% of time, often too difficult and challenging locations.
QUALIFICATIONS
1. Bachelor’s Degree in Management. Masters preferred.
2. Five or more years of experience with direct responsibility for security management. Experience in developing and implementing security management systems in the field. Experience working in INGO security consortia desirable.
