Fonctions

Position Summary

The Senior Finance & Administration Officer will support operations for a program in Haiti under the USAID-funded Strategic Information Systems project. The incumbent will provide financial and compliance management, with administrative and operational oversight, for this program based in Port-au-Prince, Haiti. This person will serve as the central contact person in country to ensure project compliance with all financial, U.S. government and corporate policies and procedures.

Key Responsibilities

Financial Management

• Oversee management of project financial functions ensuring donor/contract compliance and adherence to corporate financial policies.
• Develop and prepare accurate, up-to-date budget forecasts and manage expenses within approved budget.
• Develop and maintain appropriate systems and cost-effective, timely procedures and controls such as cash flow management, vendor payments, and budgeting to properly disburse, account, budget, and report funds.
• Oversee the timely and accurate preparation and submission of regular financial statements and reports to headquarters, including providing guidance to project staff and partners.
• Report on financial results; prepare monthly/quarterly plans and reports.
• Manage, disperse and reconcile petty cash account. Prepare field vouchers, reconcile the accounts and advise project management accordingly.
• Assist the Chief of Party in the successful implementation of the project including the timely completion of high-quality, budget forecasts and financial statements.

Administration & Operations Management

• Provide leadership and management with regard to the project office, bank account, operations and logistics, staff administration, telecommunications etc.
• Implement administrative and financial operations of the program, ensuring compliance with agency standards and practices, local laws and donor policy and contract provisions.
• Manage local banking funds and prepare expenditures in accordance with Futures Group and USAID policies and procedures.
• Develop management policies and procedures to ensure efficiency, adequate internal control, quality and good use of resources and funds.
• Contract and manage vendor relationships for identified tasks according to client and Futures Group policies and procedures.
• Ensure that security guidelines and procedures are established, maintained, updated regularly and adhered to by the project team. Monitor the security situation and provide leadership for staff in emergencies.
• Maintain asset and inventory registers and controls over fixed assets, such as vehicles, office furniture and equipment. Protect Futures Group resources and assets and ensure efficient usage in accordance with project deliverables. Responsible for receiving, documenting and managing all stock and commodities of the project, including forecasting and requisitions to guarantee optimal stock levels at all times.

Address other financial and operational issues related to the project as deemed necessary and appropriate by the Chief of Party.


Qualifications Requises

Required Skills

• BA/BS in Accounting, Finance, Public Administration or a related field; MBA and/or CPA an advantage.
• Minimum of 6 years’ experience in financial and contract management, with a minimum of 3 years direct work experience with senior-level responsibility for finance and project administration, in particular establishment and management of internal controls.
• Demonstrated success managing multi-million dollar, USAID funded programs through development of efficient budgeting, management of appropriate spending to support project impact, and regular monitoring of financials for programmatic revisions and accurate, timely reporting.
• Strong understanding and experience with USAID or other USG acquisition and assistance instruments, policies and procedures and requirements.
• Demonstrated ability to analyze financial documents, projections and expenditures.
• Strong computer skills in accounting software systems and Microsoft Office Suite applications, including Word, Excel, PowerPoint and Outlook.
• Experience working with complex programs involving short and/or shifting deadlines, multiple tasks, in coordination with multiple partners, to achieve expected results.
• Ability to maintain confidentiality and handle emerging situations with maturity and initiative.
• Strong written and oral communication skills. Fluency (written & spoken) in French and English. Effective, professional and mature communicator with managers, colleagues and clients.
• Keen attention to detail.

The position is considered a “local hire.” There are no expatriate allowances associated with the position. Haitian nationals are strongly encouraged to apply.
