Introduction

ROLE PURPOSE:
Save the Children works in four of Haiti’s departments, reaching children and families in over 10 communes with programming in the thematic areas of education, health (including WASH), nutrition, child protection, HIV/AIDS, child rights governance and humanitarian response. We have a current staff complement of over 100 and approx. $6 million budget for 2014. We are growing and refining our portfolio to provide quality impactful programs for Haitian children.
Save the Children has been implementing long term WASH programming in the seaside town of Jacmel, Haiti for the past two years. The Field Office Manager will lead the the overall management of a complex EU-funded pilot urban sanitation project in Jacmel, our sole project in Jacmel. S/he will work in partnership with local organization CRESFED and in association with the government, to deliver a comprehensive programme that supports Haiti to make tangible progress towards its Millennium Development Goal on sanitation: to halve, by 2015, the proportion of the population without sustainable access to safe drinking water and basic sanitation. The Field Office Manager will provide overall strategic and operational leadership to the project, with responsibility for delivery of high quality programming, developing clear strategic and operational plans, increasing SC visibility, forging strong partnerships with and between consortium members, the United Nations, Government and other NGOs working in the area. The Field Office Manager will lead the consortium’s relationship with the European Union and ensure that reporting standards and other deliverables meet required standards. The Manager is responsible for the overall day-to-day management of an EC-funded pilot urban sanitation project in Jacmel, and has a strong background in sanitatoin marketing or WASH engineering. S/he will work in partnership with local organization CRESFED and in association with the government, to deliver a comprehensive programme that supports Haiti to make tangible progress towards its Millennium Development Goal on sanitation: to halve, by 2015, the proportion of the population without sustainable access to safe drinking water and basic sanitation. The FO Manager will be based in Jacmel working for Save the Children and head the consortium’s governance structure which includes a Steering Committee with representation of strategic leadership from key stakeholders, as well as the Programme Management Group comprised of programme managers from relevant partners/stakeholders.

KEY AREAS OF ACCOUNTABILITY:
As a member of the Extended Senior Management Team, contribute to:
 Leadership of SCI Haiti, and in particular the Jacmel Field Office
 Support the development of an organisational culture of quality that reflects our dual mandate values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and frees up our people to deliver outstanding results for children and excellent customer service for our Members and donors
 Help establish, maintain, and improve active and regular working relationships with key child rights actors such as: host government authorities, partner agencies including humanitarian and development donors, and local and international NGOs, local and international media outlets
 Support the Haiti Country Office to reach Save the Children Quality Framework Minimum Standards by applying such standards at the Jacmel Field Office
 Ensure that all required support is provided promptly, at scale and in line with the rules and principles during emergencies, working closely with the Country and Regional Office
Strategic Planning
 Provide overall strategic and operational leadership to the Field Office.
 Contribute to SCI Haiti Country Strategic Plan. Country Annual Plans, Country Annual Reports, Child Rights Situational Analysis, Partnering Strategy, National Advocacy and Comms Strategy and other key strategic planning documents as required
 Contribute to SCI Operational Systems Strengthening, Child Participation Mainstreaming, MEAL Approach and other transversal programme quality improvement initiatives as required
 Inspire, lead and motivate consortium partners to deliver on programme objectives and build a shared culture of accountability.
 Ensure strong internal communications with team members and consortium partners.
 Ensure clear processes in place for tracking and reporting on progress against deliverables, working with Monitoring, Evaluation, Accountability and Learning (MEAL) staff.
 Lead on internal and external program/project evaluations as necessary and ensure the execution of baseline, periodic, and final evaluations as necessary in coordination with Director of Programmes
 Chair Steering Committee and Management Group meetings and ensure clear agendas are set and meeting minutes produced and circulated.
 Arbitrate where required in any dispute resolution between consortium partners as appropriate
Coordination, advocacy and representation
 Lead external representation of the consortium with EU and all other relevant donors and the Haitian Government.
 Ensure consortium actively coordinates with other relevant EU and non EU partners at national and field levels.
 Represent the consortium in education, child protection, climate change meetings and other relevant sector coordination forums, building linkages with other sectors where feasible and appropriate.
 Share operational and technical learnings with wider education, child protection, climate change sectors within Haiti and internationally to enable the sharing of best practice
 Serve as managerial representative for the project with consortium members and internally within Save the Children.
 Identify key opportunities and events for Save the Children Haiti to position itself as the leading organisation for children’s issues in Haiti
 Support thematic staff to articulate their top priority advocacy objectives in line with the Country Strategic Plan, and to develop plans and key messages in support of these top priorities. This should include guidelines on the meaningful and safe participation of children in advocacy. With the support of the Child Rights Governance, Advocacy and Communications Manager develop comms. & advocacy plans for all FO projects, and oversee timely implementation.
Programme delivery and technical harmonisation
 Lead operational planning for the delivery of activities across the consortium, seeking to ensure harmonisation in approach where this achieves operational efficiencies
 Support the Haiti Country Office to put in place a first class, multi-sectoral and dual mandate child rights program in Jacmel, reflecting all priority technical and sector aspects of the Save the Children global strategy
 With the Director of Programmes, ensure the design and development of child rights focused emergency and development programs of a high quality that contribute to the Country Office’s strategies and plans, informed by child participation where possible.
 Through Steering Committee, ensure major risks and obstacles to delivery are escalated and actions taken with agreement of consortium partners.
 Through Management Group, ensure managerial oversight to the achievement of technical harmonisation in programme approaches for targeting, data management and monitoring.
 Conduct internal planning and progress review meetings and ensure regular progress monitoring is taking place at different levels in coordination with other agencies.
 Oversee knowledge sharing between partners, and ensure that monitoring and evaluation results are understood and used to improve programme implementation.
 Maintain clear overview of technical assistance requirements for the consortium and ensure appropriate levels of technical support are provided to consortium partners.
 Ensure that the project is appropriately staffed across Save the Children and consortium members, including the appropriate combination of expertise across technical and operational areas.
 Manage relationship with any contracted service providers and ensure KPIs are regularly monitored and reviewed through agreed performance management structure.
 Conduct regular field monitoring of activities, maintain a continuous presence in the field and ensure child rights programs are implemented in responsive ways to communities and children in line with quality framework, Save the Children principles, values, compliance procedures and strategic plans.
Budget management and compliance
 Ensure that all FO based projects progress in accordance with donor and Save the Children compliance requirements, within time and on budget.
 Oversee budget for the whole consortium, ensuring central and partner expenditures are in line with agreed budget. Budget holding responsibilities to be determined in line with Save the Children scheme of delegation.
 Monitor expenditure, forecasting and financial performance.
 Ensure timely preparation and submission of reports to donors, ensuring full review by internal stakeholders and partners as required.
 Identify and effectively manage all key risks related to the programme in coordination with consortium partners, in particular ensuring that anti-fraud and anti-corruption policies and procedures are followed to minimise risks in delivery of project outcomes.
Line & Partner management
 To directly line manage the FO operations and programme team and any short term technical consultants where required, and to provide managerial oversight to consortium partner counterparts.
 Develop a coherent organizational structure for the Field Office including the partner organisation
 Ensure that the Field Office engages in mutual assessment, feedback and learning with partners and assist partners to engage in knowledge building, advocacy and organisational strengthening in line with SCI Partnering Principles
Emergency Response Management
 In coordination with the Country Director and Director of Programmes, maintain consistent and coherent engagement in key inter-agency emergency preparedness and response coordination mechanisms including the Cluster system
General
 Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

Qualifications Requises

QUALIFICATIONS AND EXPERIENCE
Essential
 At least 3 years of senior management experience in an NGO environment, managing health, water & sanitation engineering, community mobilization, behaviour change communication, social marketing, or other similar development operations.
 University degree in engineering, health, development or other relevant social sciences.
 Good understanding of the public health needs of poor rural and urban communities, including the particular needs of women and children, and of appropriate ways of tackling them.
 Experience in management of finance and budget monitoring and risk management.
 Ability to plan and organize a substantial workload that includes complex, diverse tasks and responsibilities in both development and emergency contexts.
 Strong interpersonal skills with the ability to demonstrate skills in leading a multi- disciplined team through a period of change.
 Fluency in written and spoken English and French.
 Strong oral and written communication skills.
Desirable
 Proficiency in engineering/ technical software, particularly Auto Cad.
 The ability to prepare concise reports, sometimes at short notice, reflecting the problems.
 Experience in capacity building and setting frameworks for staff development.
 Willingness to travel on short notice, and often in difficult circumstances.

CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
