Introduction
Project Summary:
Launched by USAID in November 2012, KONEKTE (KONesans E Konpetans TEknik) is a program designed to assist the Government of Haiti (GOH) with increasing capacity within Haitian ministries by identifying and placing experienced advisors in key positions. KONEKTE is a partnership between a Haitian firm (Centre de Formation et d’Encadrement Technique (CFET)), USAID, and the GOH which aims to build local capacity to create a more stable and viable Haiti. KONEKTE’s main partner within the GOH is the Office of Management and Human Resources (OMRH). KONEKTE works closely with the OMRH to identify high-level advisors through a transparent and competitive recruitment process that prioritizes the expertise of Haitians and the Haitian diaspora. Each Advisor is placed in a department to bridge a competence gap. In addition, consistent with the objectives of the USAID Forward initiative, KONEKTE strengthens the OMRH’s ability to ensure the sustainability of the program’s achievements.
Position Summary:
Management Systems International seeks an experienced Human & Institutional Capacity Development (HICD) manager for the Haiti KONEKTE program. This position provides technical and managerial oversight to all institutional strengthening activities in support of the Government of Haiti (GOH), specifically the Office of Management and Human Resources (OMRH) and local partners. Under the supervision of the Chief of Party (COP), this position will lead the development and implementation of HICD to stakeholders, including performance assessments, performance solutions design, implementation, performance monitoring, and management system design. S/He will assist these local partners to build leadership, perform strategic planning, analyze internal systems, develop process improvements, perform facilitation functions, conduct surveys, and improve organizational performance.
**This position is contingent upon continued donor funding. Please note that this position is within the KONEKTE program team and is not a seconded position.**
Fonctions
Responsibilities:
Responsible for day-to-day management and oversight of HICD/institutional strengthening activities.
Liaise with government and private sector counterparts.
Oversee HICD performance analyses of GOH and local partner institutions.
Lead the development of a performance solutions package for GOH and partner institutions.
Plan, schedule and oversee technical assistance to partner institutions to implement recommendations.
Draft scopes of work for short-term trainers and consultants and coordinate and oversee their work.
Conduct ongoing monitoring of interventions through established performance monitoring systems, and, in coordination with senior project management, adjust work plans and timetables as necessary.
Manage day-to-day communications, problem resolution, internal and external communications, and respond to feedback from beneficiary partners.
Coordinate and facilitate trainings, workshops, and other events as necessary.
Ensure all technical and administrative obligations of human and institutional capacity development are met in a timely and results-oriented fashion.
Manage all technical aspects of institutional capacity development.
Contribute to project reports, activity design, work planning, and the project’s monitoring and evaluation plan.
Report on notable project successes to the Communications and Reporting Officer for use in success stories and project publicity.
Communicate issues, successes, and problems immediately to the COP.
Responsible for providing technical guidance, including performance assessment, to the GOH.
Ability to assume a leading role at various stages during the program.
Ability to assist the GOH in various activities, such as building leadership and strategic planning.
Perform other tasks as assigned.
Qualifications Requises
At least five (5) years’ of experience implementing institutional development, organizational development, change management, or local capacity building on donor-funded projects in developing or transitioning countries.
Preference for candidates designated as a Certified Performance Technologist (CPT) or Human Performance Improvement (HPI).
Experience working on donor-funded activities (USAID experience preferred).
Advanced degree in business administration, public administration, or other related field.
At least three (3) years’ of experience managing staff.
Experience working with senior GOH representatives.
Business-level fluency in English (written and verbal).
Fluent in French (written and verbal).
Excellent communication and presentation skills.
