Director of Finance and Administration,
Port-au-Prince, Haiti
Position Summary:
Management Systems International seeks an experienced Director of Finance and Administration to provide capacity building and financial and administrative guidance on USAID/US Government (USG) regulations. This individual will also provide financial and management oversight for a USAID program in Haiti. The Director of Finance and Administration will ensure effective contractual, financial, and subcontract management of a USAID-funded project, and will provide capacity building to local organization(s) and government agencies. S/He must have extensive experience in capacity building in the areas of administration and finance, and on the job coaching and training. S/He must have a strong background in human resources in recruiting and staff management with an excellent knowledge of USAID/USG contractual and financial regulations. S/He must ensure smooth office operations as well as sound project financial management.
**This position is contingent upon continued donor funding. Please note that this position is within the KONEKTE program team and is not a seconded position.**


Fonctions

Responsibilities:
Responsible for day-to-day project implementation, including management of all financial and administrative aspects of the project. This includes: procurement, sub-contracts, and accounting.
Supervise a team of finance and contract professionals.
Provide capacity building and training to staff, government staff, and subcontractor staff.
Assist with project quarterly and annual reporting.
Support the Chief of Party in budget planning and monitoring.
Maintain timely and accurate financial information.
Work closely with MSI partner and subcontracting organizations to strengthen financial and contract management capacity.
Conduct on-site coaching and mentoring.
Develop and monitor internal systems and procedures for local organizations and government agencies ensuring efficient and proper use of resources.
Produce training materials and deliver training sessions.


Qualifications Requises

Qualifications:
Experience in organizational development and management of USAID programs and/or contracts and complex financial management systems is required.
Excellent knowledge of the FAR (particularly FAR Part 31) and AIDAR is required.
Experience in capacity building and training is required; change management experience is preferred.
At least five (5) years of supervisory experience is required.
Significant experience in public or private sector management, administration, and planning; international development; monitoring and evaluation; and project design is desired.
Professional fluency in written and spoken English and French is required.
The capacity to manage complex programs in a multicultural environment and provide consulting services to help clients analyze problems and devise and adopt solutions is essential.
Experience working in Haiti is highly desired.
Bachelor’s degree required; master’s degree in management, organizational development, financial management, business administration, or a related field (or the equivalent career experience) is strongly preferred.
