Introduction
Project Summary:
Launched by USAID in November 2012, KONEKTE (KONesans E Konpetans TEknik) is a program designed to assist the Government of Haiti (GOH) with increasing capacity within Haitian ministries by identifying and placing experienced advisors in key positions. KONEKTE is a partnership between a Haitian firm (Centre de Formation et d’Encadrement Technique (CFET)), USAID, and the GOH which aims to build local capacity to create a more stable and viable Haiti. KONEKTE’s main partner within the GOH is the Office of Management and Human Resources (OMRH). KONEKTE works closely with the OMRH to identify high-level advisors through a transparent and competitive recruitment process that prioritizes the expertise of Haitians and the Haitian diaspora. Each Advisor is placed in a department to bridge a competence gap. In addition, consistent with the objectives of the USAID Forward initiative, KONEKTE strengthens the OMRH’s ability to ensure the sustainability of the program’s achievements.
Fonctions
Position Summary:
Management Systems International seeks an experienced Communications Manager for the Haiti KONEKTE program. The Communications Manager’s work will follow two work streams: 1) work with the GOH and other local partners and 2) develop project communications in print and multimedia formats. For the first workstream, this individual will work with the GOH’s OMRH and other beneficiary ministries to develop a strategic communications and outreach strategy that targets civil servants, government officials, and the public to better inform them of GOH HR policy updates. For the second workstream, s/he will increase project visibility by developing communications materials to potentially include brochures, success stories, one-pagers, press releases, videos, and photos and update the KONEKTE web portal and social media sites as necessary.
**This position is contingent upon continued donor funding. Please note that this position is within the KONEKTE program team and is not a seconded position.**
Responsibilities:
In collaboration with the OMRH, determine the overall program communication strategy within a multi-stakeholder framework and raise public awareness of the OMRH’s role as a key stakeholder in the GOH’s overall HR public policy.
Develop a close collaboration with the OMRH Communication team.
In collaboration with the OMRH and beneficiary ministries, develop and implement communication campaigns for project activities.
Develop and coordinate Technical Advisor publications.
Prepare, review, and edit news releases, newsletters, web material, reports, and publications and ensure that they comply with USAID branding requirements.
In collaboration with the OMRH, organize press conferences (when appropriate and approved by the COP and USAID) and draft and review speeches and presentations.
In collaboration with the OMRH and beneficiary ministries, take and/or supervise the taking of pictures and videos of project activities with technical assistance, as needed.
Draft project success stories for submission to the Chief of Party.
Update and manage the KONEKTE website and supervise the work of the webmaster.
In collaboration with the OMRH and beneficiary ministries, participate in media interviews if approved by the COP.
Promote the use of Information Technology and Communication (ICT) in the KONEKTE program.
Coordinate the translation of documents in English, French, or Creole.
Identify opportunities for dissemination of documents created by the program in Haiti and overseas.
Work with advisors embedded in ministries to receive regular updates and reports to develop print and multimedia content highlighting their work.
Coordinate and manage archived project reports of activities, outreach material, digital photos, stakeholders, and beneficiaries, etc.
Ensure that all project communications are in conformity with USAID branding requirements.
Collaborate with the Monitoring & Evaluation Manager to gather data for performance monitoring reports and assist in writing reports when needed.
Draft weekly, monthly, quarterly, and other reports as needed regarding project activities.
Perform other related activities as requested by the COP.
Qualifications Requises
Bachelor’s degree in international development, communications, journalism, or a related field (or the equivalent career experience) is required; Master’s degree preferred.
Three (3) to five (5) years’ experience in communications, at least two (2) years’ experience in an emergency or development program.
Preference for candidates familiar with USAID’s branding and marking regulations.
Knowledge in journalism (broadcast or print), or a related field such as media/public relations, and a strong understanding of print, radio, television, and social (online) media.
Excellent visual and communications skills.
Strong computer skills (Microsoft Office, Adobe Photoshop, InDesign, or Illustrator, website updating, etc.).
Photography and video filming competence.
Fluency in English, French, and Creole.
Good writing skills with demonstrated attention to detail and proven ability to write for broad audiences.
Self-starter and independent; able to work with minimal supervision.
Ability to travel in-country.
