Introduction
The Human Resources Director is responsible for the strategic and tactical functions of the HR department. Key areas of responsibility includes: Recruitment and Retention (R.R), Performance Management (PM), Talent Management (T.M.), Employee Relations (E.R.), Organizational Development (O.D.), as well as Compensation and Benefits (C.B.).
Fonctions
Under the supervision of the Country Director the responsibilities of the Human Resources Director are the following:
Recruitment and Retention
• Overall Management and oversight of the R.R. process ensuring that J/P HRO employs the highest caliber of professionals to fill vacant positions as requested by hiring managers in a timely fashion.
• Establish hiring standards in relation to the timeline within which positions are filled; meeting the needs of the organization without compromising the quality of the hiring process.
• Directs the Employee on-boarding process.
• Responsible for the assessment, design, development, implementation and evaluation of the recruitment process.
Performance Management
• Implementation and Administration of the Performance Management System for J/P HRO.
• Ensure inclusion of learning and development plans for each employee.
• Monitor Yearly Performance Appraisal for Staff.
• Deliver Performance Management training.
• Spearhead (SMART) IOP and IDP systems.
Talent Management
• Select appropriate employees who have superior potential to fit J/P HRO’s culture.
• Monitor and pioneer SMART performance-based standards, outcomes, measures and Individual Operating Plan (IOP) with Key Performance Indicators (KPI) within J/P HRO’s strategic plan.
• Provide effective employee onboarding and ongoing training and development opportunities that reflect both the employee's and the organization's needs.
• Support on-going coaching, mentoring and feedback to retain top talents.
• Design effective compensation and recognition systems that reward people for their contributions.
• Provide promotional and career development opportunities with an Individual Development Plan (IDP).
• Perform exit interviews to understand why valued employees decided to leave the organization. Enabling effective and efficient improvement, implementing appropriate changes for better retention of talented employees.
Compensation and Benefits Management
• Establish all employee salaries in accordance with the salary scale and performance reviews.
• Lead the registration of all staff with the legislated government Pension (ONA) and Insurance (OFATMA).
• Research and recommend to Country Director optional employee benefits as per market survey.
Employee Relations
• Lead the Human Resources Employee Relations activities to create a harmonious working environment.
• Advise Managers on disciplinary processes.
• Counsel employees on disciplinary issues.
• Provide mentoring and coaching to the J/P HRO employees.
• Mediate employee disputes.
• Facilitate legal separation where appropriate ensuring all correspondence to the employee and the Ministry of Social affairs is done timely.
Organizational Development
• Put in place systems to foster and build effective relationships.
• Create a congenial knowledge sharing environment.
• Organize sessions to equip staff members with efficient Change Management tactics.
• Pioneer an effective Team Building culture.
Qualifications Requises
• Master’s degree in human resources management (MSHRM)
• 5-8 years of experience in Human Resources Management as a department head
• Knowledge of Haitian Labor Law
• Fluency in English, French and Creole
• Excellent computer skills (MS Office) and Internet
• Strong communication, decision-making and organizational skills
• Detail oriented, analytical and Flexible
• Experience in international organizations
• Expertise in talent management, training and development as well as conflict resolution
• Proficient in HR administration and HRM systems
• Cross-cultural sensitivity and ability to communicate effectively with people from different walks of life.
