Introduction

The Program Manager—Participatory Development and Governance reporting to the ACD-PQ, will play an integral role in CARE Haiti’s Team by providing technical, programmatic, and managerial leadership to participatory development and governance programming in the Country Office.

S/He will oversee all existing participatory urban development programs including the $10M project Linking Relief and Rehabilitation. S/He will ensure that all program interventions are of a high quality and lead to measurable impact. This includes, but is not limited to, maintaining and building strong relationships with donors and partners, overseeing the annual work-plans preparation, identifying external technical support needs, ensuring that appropriate management practices are being used in program implementation and the Monitoring, Evaluation, and Learning systems are being used to provide timely management of information and impact measurement.

In addition the PM will be in charge of developing the transition strategy of the neighborhoods depatment towards a broader governance, Participatory Risk Reduction and Natural Resource Management and Climate Change programing. These programatic domains will entail areas of work like Community Managed Disaster Risk Reduction, participatory development projects, resilience and governance projects.

She/he will identify new opportunities for funding and will forge new and innovative external partnerships with both state and non-governmental actors and internal cross-program synergies.

As part of the program team member s/he will also contribute to the Country office P-shift efforts.
Education/Training

Required
• Bachelor’s Degree in International Development, governance, participatory developpment, climate change or a relevant fields

• Master’s Degree in International Development, governance, participatory developpment, climate change or a relevant fields
Experience can substitute for qualifications but not vice versa.



Experience

Required
• 5 years of progressive management experience in participatory development, planning, DRR, Climate Change programming, and governance.
• Strong communication, both oral and written, strong interpersonal skills, and the ability to develop excellent relations with counterparts and donor officials;
• Proven experience in staff supervision, capacity building and coaching.
• Proven ability to work in partnership with other professionals and in the context of organizational alliances towards a common set of goals;
• Experience leading quality monitoring, learning and evaluation
Desired
• 8+ years of related experience.
• Previous CARE experience.

Management
• Supervise and support the team or the project managers, advisors and other key personnel, including high performing professionals overseeing housing, infrastructure, urban development, governance, WASH and DRR whose individual strengths and limitations are complemented by those of other team members.

Program Development and Country Office P-Shift
• Lead program development efforts, including identification of potential funders, writing proposals, and establishing partnerships.
• Contribute to make use of gained experience in the field of community development and risk reduction to inform the long-term program development
• Explore opportunities to develop programing focused on natural resource management and climate change mitigation and resilience.
• Identify innovations and best practices in governance, participatory development, disaster risk reduction and climate change that can be scaled up as part of the long-term programming.
• Actively participate in P-shift analyses and develop strategies where existing know-how and skills at the department can support the new programing.
• Represent the sector in all CO P-shift and strategic planning workshops, meetings, etc.
• Participate in relevant CARE International working groups and share information with staff at the CO level.

Job Responsibility #3
Quality and Learning

• Ensure that CO interventions are aligned with and contribute to the Government of Haiti’s National Policies and Strategic Objectives.
• Reinforce the link and work with CORDAID’s knowledge manager, and use this experience to reinforce programing.
• Work with staff and external partners to generate research, case studies and lessons learned documentation
• Provide key technical leadership and strategic guidance in the development, implementation, monitoring and learning from interventions
• Ensure high level of program quality and achievement of program objectives/results through effective monitoring, evaluation, reporting, learning, gender transformative integration.
• Contribute to the refining of the long-term program indicators and adjusting relevant sector project frameworks to reflect this change.
• Seek out and take advantage of opportunities for publication of CARE Haiti’s work.


Job Responsibility #4
Donor & Partner Relations / Cross-program Synergies
• Manage donor relations with current (EuropeAid and ARC), and others as necessary
• Coordinate official partnership with the Ministry of Public Works Direction General and Technical Departments, CIAT and UCLBP
• Identify new partnerships including donors, government, NGO and private sector.
• Represent CARE Haiti at the relevant sector in conferences, and high-level meetings.
• Cultivate cross-programmatic synergies with Economic Development, Education, Food Security and Emergency Response
• Lead and support the implementation of positioning strategies for CARE, including the cultivation of partners, events, publications / materials, etc.

Other duties and Emergency Preparation & Response
• Serve as key staff on the Emergency Response Team (ERT) position subject to change).
• Participate in all relevant Emergency Preparation and Response meetings and field activities as defined by the Country Office emergency response.

Special Conditions



The Program Manager will be based in Port-au-Prince, which has all basic facilities. Adequate medical care is available for general health problems. The security situation continues to be relatively unstable. Certain security/safety rules have been established by the CO and must be followed. The Program Manager will be expected to travel approximately 20% of the time in the country. The position is unaccompanied and is considered to be a short-term staff.
