Introduction
J/P Haitian Relief Organization is looking for a Facility Manager to support an upcoming Home Ownership and Mortgage Expansion (HOME) Initiative in Haiti. The project will stimulate affordable housing development in Haiti through housing finance; build the interest and capacity of participating financial intermediaries to effectively cost, issue and service home loans and mortgages geared towards low-to-moderate income households; build the interest and capacity of housing developers to build affordable units which will be in demand by average Haitian households; and assess the target market demand for different types of housing finance and homeownership
Fonctions
The Facility Manager will manage the HOME Facility portfolio and a grants facility for catalyzing promising affordable housing projects in Haiti that also offers subsidies such as loan-loss reserves and grants.
Specific Responsibilities:
• Develop the process for calls for applications for grants,
• Create the grants manual in collaboration with the project team, review grant applications, monitor the technical implementation of activities by grantees, and technical assessment of the results of grants;
• Develop, maintain and monitor relationships with financial intermediaries, housing developers, construction companies, NGOs and other housing counterparts;
• Communicate and collaborate with on-going donor initiatives to develop financial products and services for those projects and their partner associations.
Qualifications Requises
• At least eight (8) years of recent experience in banking and/or financial management in Haiti or internationally—at least five (5) years of this experience in the last five years;
• Experience in overseeing direct financial (grants) assistance;
• Knowledge of advanced concepts in financial inclusion, including housing finance, mobile financial services and one or more of the following: savings, remittances, financial literacy;
• Experience working directly with or in financial institutions;
• BA/BS or equivalent university degree in finance is required.
