Introduction

J/P Haitian Relief Organization is currently seeking an Affordable Housing Specialist (Chief-of-Party) to spearhead an upcoming Home Ownership and Mortgage Expansion Initiative in Haiti. This project will seek to:
• Stimulate affordable housing development in Haiti through housing finance;
• Increase the interest and capacity of participating financial intermediaries to effectively cost, issue and service home loans and mortgages geared towards low-to-moderate income households;
• Build the interest and capacity of housing developers to build affordable units which will be in demand by average Haitian households; and assess the target market demand for different types of housing finance and homeownership.


Fonctions

The Affordable Housing Specialist (Chief of Party) primary responsibility is as follows:
• Provide overall technical direction for the project;
• Manage and oversee the timely execution of tasks, reporting and communication of project progress, and will be responsible for the integrity of the results;
• Lead, guide and coach technical staff;
• Represent the project at regional and countrywide implementing partner conferences;
• Assess program capabilities, practices, initiatives, and activities against wider USAID strategic objectives;
• Communicate and collaborate with sector stakeholders to develop relationships with other housing value chain finance initiatives for knowledge sharing;
• Assist in the development of a facility to catalyze affordable housing projects, review grant applications, monitor technical implementation of activities by grantee, and technical assessment of the results of grants.


Qualifications Requises

• A minimum of 10 years’ experience overseeing projects in Haiti or other similar developing country contexts, and significant experience in the areas of housing finance and/or affordable housing construction;
• At least 3 years’ experience directly engaged in affordable housing provision;
• Working knowledge of current developments in microfinance, including mobile financial services and one or more of the following: savings, remittances, financial literacy;
• BA/BS or equivalent (required); advanced degree in financial management (preferred);
• Experience working in or with microfinance institutions, central banks and branchless and mobile banking providers;
• Experience working in Haiti, preferably with the Haitian financial and housing sectors;
• Experience in designing donor projects, developing project documents, corresponding budgets, and monitoring and evaluation plans;
• Experience leading USAID and/or other donor-funded projects.

Fluency in English and/or French
