Introduction
General Responsibilities:
The Finance and Accounting Manager is responsible for overall day-to-day, monthly and yearly management of the FAS accounting and Finance system including the Dynacom software accounting program—this includes periodic reports that are submitted through the supervisors to DAI.

Specific Responsibilities and Tasks:
The person is responsible for the following, but not limited to:
• Manage all banking activities including withdrawals, deposits and preparation of bank wire payments and checks including the bank accounts have the required signatories
• Undertake the preparation and submission of required reports to DAI after approval by supervisors
• Obtain weekly expenditure estimates by the project and submit the cash request to DAI
• Oversee document completeness of documents before they are entered in Dynacom;
• Ensure the integrity of receipts, invoices, and vouchers;
• Oversee the filing of AVANSE vouchers and maintenance of files in a secure area
• Manage payroll of project staff and the required withholdings and the submission of withholding to the appropriate agencies/entities of the Government of Haiti
• Oversee petty cash reimbursements and ensure supporting documentation for petty cash disbursements conform to DAI rules;
• Provide program staff guidance for financial and accounting requirements for expenditures,
• Assist with developing project annual budgets and provide periodic updates on costs by activity
• Supervise Finance and Accounting staff including task assignments,
• Provide guidance to Finance and Accounting staff
• Train or arrange training as necessary for new staff
• Perform financial tasks or special reports; and
• Maintain a good knowledge and understanding of Field Operations Manual accounting and financial policies, rules and procedures.
• Take direction and collaborate with the Senior Operations Manager and the Senior Finance Manager in carrying out the position’s responsibilities and tasks.
Qualifications Requises
Qualifications:
• Bachelor’s level degree required.
• Five years previous experience in accounting or financial management.
• Experience working with international NGOs or donors, such as USAID is preferable.
• Experience using the Internet, Microsoft Excel, and/or accounting software.
• Demonstrated initiative and self-motivation in handling all assigned tasks with minimal supervision.
• French and Creole required; English proficiency strongly preferred.
Reporting: The Finance and Accounting Manager reports to the Senior Operations Manager who is under the supervision of the Senior Finance Manager.
