Introduction
Background & Objective
The Procurement Manager is responsible for the project procurement of goods and operations services are undertaken and completed in a timely manner including attention to TAMIS request due dates and performance periods. The Procurement Manager will ensure that DAI and AVANSE procurement policies, procedures, rules and guideline are followed by Procurement staff in the delivery of procurement services. This includes commodity and service procurement actions are compliant with DAI, AVANSE, and USAID regulations.
Fonctions
Specific Tasks:
The Procurement Manager is responsible for the following tasks, but not limited to:
• Manage procurement of goods and services through blanket purchase and purchase orders;
• Supervise and monitor project procurement staff, and their assignments.
• Ensure compliance with corporate policies and AVANSE Field Operations Manual (FOM) procurement policies,
• Manage the purchase process of a wide-range of goods, commodities, and services;
• Understand the extensive and complex procurement budget of the component teams.
• Monitor the procurement documentation process for compliance with relevant regulations.
• Administer the unit’s procurement function that includes obtaining specifications from the technical units, solicitation documents, managing evaluations, and overseeing vendor selection,
• Oversee vendor relationships, contacts, and pre-qualifications lists;
• Provide input related to project procurement for financial and other reports;
• Maintain procurement files in accordance with applicable FOM policies and procedures;
• Provide procurement guidance and interpretation to procurement and program staff;
• Train procurement and program staff on procurement policies and procedures;
• Visit delivery sites periodically where services and commodities are being delivered,
• Manage procurement-related tasks in coordination with the Port au Prince office;
• Responsible for the Commodity Waiver Tracker with reports to the Senior Operations Manager
• Support the Senior Operations Manager for actions related to procurement delivery service.
• Follow direction and collaborate with the Senior Operations and the Senior Finance Managers.
Qualifications Requises
Qualifications:
• At least 5 years of experience working in a procurement or financial management capacity, preferably with USAID-funded contracts.
• Experience in competitive procurement of goods and services required.
• Experience in administration of subcontracts and purchase orders preferred.
• Fluency in French and Haitian Creole required; English proficiency preferred.
• University degree in a relevant field preferred
Reporting:
The Procurement Manager reports to the Senior Operations Manager who is under the supervision of the Senior Finance Manager.
