CRS has been operational in Haiti since 1954, implementing a variety of programs ranging from emergency response to sustainable development depending on particular needs and dynamics within the country. CRS’ current portfolio focuses on urban development, agricultural production and value-chains, quality education, health, and Disaster-Risk Reduction. CRS has been working in the North East Department of Haiti to address issues related to child trafficking, livelihoods for vulnerable households, and education for all. CRS now seeks to support the Haitian Ministry of Education (MENFP) to increase safe and equitable access to quality education for out-of-school children and youth in Haiti. This will be accomplished through the achievement of three results: (1) Increased access to accelerated learning programs, (2) Improved quality of accelerated learning programs, and (3) Strengthened capacity of government and partners to deliver, monitor and evaluate accelerated learning program.

The Chief of Party will be responsible for overall direction and management of the Project, including representation and donor liaisons, sharing learning with external stakeholders, consortium management, and integration across project components. The Chief of Party will provide management oversight toward the realization of program objectives and compliance with donor regulations. S/he will also lead a capacity strengthening plan and source required training or other resources, where needed, to support local partners and the Ministry of Education (MENFP) in the execution of their work. A critical aspect of this work is relationship management with a wide range of government and non-government stakeholders and engaging in the appropriate levels of collaboration and consultation while moving the project forward.

PRIMARY RESPONSIBILITIES:
Representation:
1. Partnership: Regularly meet with representatives of partnering organizations and government counterparts to discuss project progress and make adjustments.

2. Networking: Keep informed of other initiatives and programmatic directions in the sector of education for out-of-school youth, exploring potential linkages and building alliances when appropriate to ensure optimal programming quality. Attend national and international organization events. Regularly meet with like-minded international and national agencies in-country.

3. Donor interface: Maintain direct contact with CRS’ Agreement Officer Technical Representative (AOTR) for the project at USAID to ensure that the donor is well-informed about the project. Attend technical coordination meetings at USAID regarding education programming. Build and maintain relationships with potential donors for the growth of the program.

4. Reporting Activities: Provide regular reports on the project to USAID as well as to CRS.

Program Management:
1. Program Quality: Employ CRS’ program quality principles throughout the implementation of the project and seek to include best practices from similar projects into the program. Draw upon industry standards where possible for the management of staff and project objectives.

2. Supervision of Project Team: Provide management supervision and strategic support to the project team; Ensure quality and timely completion of project activities as per implementation plan, progress reports, monitoring and evaluation.

3. Budget oversight: Review project expenditure reports to ensure that the project is not over- or under-spending its respective budgets and that money is spent in accordance with USG regulations. As required by evolving program needs, organize modifications to the budget as needed.

4. Stewardship of human and natural resources: Monitor stewardship of human resources and natural resources by the local office, especially within the project team. Encourage staff training opportunities and staff development.

5. Information sharing: Provide adequate communication with all local office programming staff to enhance their understanding CRS’ projects and programming approaches. In accordance with regional communications principles, provide maximum access by staff to information delivered via email or hardcopy pertaining to CRS operations.

• Master’s degree or PhD in education or related field.
• At least ten years of senior management experience in education programming, with progressively increasing responsibilities in managing education development projects and teams;
• Experience working with senior government officials, local partners and other donors to build consensus among diverse actors;
• Knowledge of basic education programs, curriculum and material development, teacher training, government capacity building, and program management;
• Experience as a manager of programs in Haiti preferred;
• Fluency in English and French is required, and Haitian Creole is preferred

The position is based in Port-au-Prince requiring travel to the North, North East departments we well as the border areas approximately 50-75% of the time.
