JOB TITLE: Program Manager Gender and Active Citizenship

JOB PURPOSE: To lead and coordinate Oxfam programs related to Gender and Active Citizenship in Haiti.

BACKGROUND:
DIMENSION
• Coordinates and delivers agreed plans or strategies.
• Represents Oxfam in coordination meetings and some external relationships.
• Impacts and influences the job mostly within the program unit (ie country/region) but occasionally also in other parts of Oxfam and/or with an external audience.
• Usually plans and manages resources of one or more sub-units and over a broad spectrum of programs or geographies.

• Helps shape local level objectives within in a specific team.

• To play active role in lobby and advocacy on issues related to gender and protection programmes through personal contacts and co-ordination of allies.
• To take part in public campaigns based on agreed plan of action and objectives.
• To produce clear and quality reports (financial and narrative) that demonstrates good accountability.
• Providing professional advice to senior managers on areas of work covered in their remit.
• Provide capacity building and institutional support for staff and local partner agency
• Develops solutions to diverse and complex problems within organizational policy.
Fonctions
KEY RESPONSIBILITIES:
Based on Oxfam global Framework for Gender and Active Citizenship, the OCS (Oxfam country strategy) and the Haitian context, key roles and responsibilities are as follow:
Fundraising :
- Ensure availability of updated and accurate data and analysis related gender and Active Citizenship in Haiti
- Advice and support fundraising initiatives to ensure that gender and governance dimension are adequately integrated into project proposal
- Contribute to the identification of grants opportunities and potential donors to support Gender and Governance initiatives
- In coordination with funding team, lead project proposal design related to gender and Active Citizenship
- Develop and maintain relationship with current and potential donors as well as local organizations working in the field of Gender and Active Citizenship
- Participate & follow up on to the proposal submitted to donors
Coordination and linkages
- Identify and integrate coordination mechanism between civil society organizations and governmental institutions.
- Networking and liaise with the national and international NGOs and networks working on gender advocacy and/or women's empowerment, as well as with the relevant government departments and ministries
- Promote and Support the presentation of key national partners within coordination structures related to gender and governance
- Identify and disseminate within Oxfam national policies and strategic documents (related to gender and Active Citizenship) from Haitian government bodies.
- Develop strategic partnership with local organizations and key state institutions to support the implementation of Oxfam program in Haiti
- Represent Oxfam to the relevant local authorities, Cluster-UN agencies and as appropriate, promoting regular information exchange, co-ordination and collaboration on issues related to gender and protection
Specific gender and Active Citizenship projects
- Develop and maintain relationship with donors and local partners
- Manage and effectively deliver specific programs/projects designed to address Gender and Active Citizenship Issues by Oxfam in Haiti
- Effectively Manage staff, contracts and financial resources affected to Gender and Active Citizenship
- With support for MEAL team, ensure the implementation of MEAL plan and strategy
- Be accountable about projects implementation strategies in term of participation, transparency and Do No Harm principles
- Ensure capacity building of Staff affected to gender and Active Citizenship projects
Mainstreaming Gender and Governance :
- Support the process of gender and governance mainstreaming in all Oxfam Projects. This includes taking part to the design of projects and review of the proposal, ensuring field visits and make recommendations
- In collaboration with Program manager and HR, support training design for Oxfam staff in issues related to Gender and Governance
- Work with advocacy and campaign team to identify advocacy opportunities related to gender and governance, and conduct awareness initiatives.
Strategy and programming:
- Provide accurate information to help develop the country strategy and sector strategy taking into consideration gender and active citizenship issues.
- Participate in the program specific planning meetings (Program Managers) related to Gender and Active Citizenship Issues
- Provide support to different managers in making financial provisions for the gender and governance activities in their areas.
- Advise the management on program development and implementation strategy in the light of wider gender analysis
- Provide ad hoc and regular report to Oxfam Management about programs progress and changes.
Qualifications Requises
SKILLS AND COMPETENCES:
- At least 5 years service experience of working on gender and Governance in development program and university degree in social science or similar
- Strong understanding of current theories and issues in the field of gender and development.
- Strong understanding of current theories and issues in the field of Governance and Community empowerment.
- Understanding of Oxfam Global Framework on Gender and Active Citizenship
- Analytical skills and the ability to think creatively and strategically and to document complex gender issues
- Substantial practical experience working with partners (local authorities, local organizations, state institutions)
- Proven experience in remote management and management of crosscutting issues.
- Demonstrate self- awareness and flexibility
- Ability to live and work in stressful and insecure environments.
- Diplomacy and tact.
- Fluent in written and spoken French
- Good working written and spoken English
- Creole is mandatory
- Well-developed inter-personal skills.
- Knowledge of issues relating to emergency programming, humanitarian law, community involvement and empowerment highly desirable.
- Sympathy with the aims and objectives of Oxfam.
