UMCOR (United Methodist Committee on Relief) is a USA based international development agency that provides emergency and longer term humanitarian assistance to developing countries. UMCOR's work in Haiti focuses on continued earthquake recovery and development activities. The PISANS program is a USAID funded community resettlement project that seeks to integrate newly resettled earthquake affected people into the host community of Haut Damier. Interventions include but are not limited to the following sectors: water, sanitation and hygiene, livelihoods and education infrastructural improvements.
Fonctions
The national Community Engagement Manager (CEM) position for the PISANS program is based in Cabaret with travel as needed to other parts of the country. The CEM will take the lead in communications with local authorities and community members about the program, about the activities, about progress in the intervention.
This is a full time position. The CEM will be part of UMCOR's Senior Management Team and will report to
the PISANS Program Coordinator. Housing and transportation to and from work is not provided for this position. Transport is provided for business purposes during working hours only.
Responsibilities and duties include but are not limited to, the following :
1. Act as the focal point for communication with and outreach to community members, local authorities, the Project Steering committee composed of project stakeholders and the beneficiaries of UMCOR activities.
2. Monitor and report in written and verbal form on progress as the program interventions take place.
3. Take a direct lead in identifying needs for capacity building among the PISANS targeted beneficiaries, using participatory approaches/tools mobilize and organize targeted beneficiaries various activities.
4. Directly Implementation capacity building training and other elements of the program as per the workplan.
5. Prepare effective, creative communication material such as illustrated messages, program descriptions, program updates and reports, training material, case studies as well as success stories
6. Help design and participate in implementation of pre-intervention needs assessment and baseline data collection, monitoring data collection and post-intervention follow up monitoring and evaluation.
7. Contribute to the strengthening of UMCOR Monitoring and Evaluation processes and tools and train colleagues as needed to ensure excellence in M&E work.
8. Mitigate concerns and respond to questions from community members and arrange regular meetings with stakeholders to share information and discuss programme progress, issues of concern and to gain feed back on solutions/decision.
9. Work closely with beneficiary leaders/relevant stake holders to ensure community participation and ownership of the activities. Look for ways to be inclusive at appropriate time – joint monitoring, joint information gathering, joint planning for instance.
10. Organize and facilitate launch meetings for new activities to inform the community on the goals, requirements, procedures, contributions, and objectives of the activity as well as spell out criteria for selection of beneficiaries to ensure transparency. Ensure community knows what are the feedback mechanisms and what constitute misconduct issues they are required to report to UMCOR if they suspect wrong doing.
11. Prepare and submit regular progress reports, including formal monitoring report forms, and detailed work plans.
12. Alert the Program Coordinator to any instances that have the potential for a negative impact on the implementation of the program or which can impact compliance with the terms of the grant.
13. Analyze issues or problem arising and suggest appropriate solutions to the Coordinator based on the local communal context.
14. Take responsibility for achieving project objectives and adhering to the proposal and donor requirements as well as to the UMCOR’s organizational mission and vision.
15. Act as PISANS program Coordinator in the absence of the Coordinator.
16. Any other duties/ Tasks which are reasonably assigned
Qualifications Requises
1. University degree is preferred in Sciences of developpement, communication, or similar subjects.
2. Minimum 3 to 5 years experience of working with NGOs on promoting projects and community engagement
3. Must be proficient in English and Creole languages (Both in spoken & written)
4. Must have proven community development experience – have managed as the lead focal point projects in a community
5. Have proven experience in training community members especially in developing projects from an identified need through an activity plan and budget to implementation and reporting.
6. Budget management experience is a plus
7. Must have formal training in participatory approaches to community engagement – Community Driven Development approach experience is a plus.
8. Must have time management and work planning and prioritization experience
9. Must have advanced computer skills especially in MS Office applications (excel, work, powerpoint)
10. Monitoring and Evaluation training and experience are a must.
