Introduction

Catholic Relief Services (CRS) has been operational in Haiti since 1954, implementing a variety of programs ranging from emergency response to sustainable development depending on particular needs and dynamics within the country. CRS’ current portfolio focuses on urban development, agricultural production and value-chains, quality education, health, and Disaster-Risk Reduction. CRS has been working in the North East Department of Haiti to address issues related to child trafficking, livelihoods for vulnerable households, and education for all. CRS is now engaging in program specifically targeting Child Labor and Workers’ Rights in the North, North East and border areas, using a cross-sectorial approach to reduce child labor utilizing educational, livelihoods, governmental policy, law enforcement, and social compliance interventions.


The Workers Rights Center Coordinator (WRC Coordinator) will be responsible for starting-up and coordinating the provision of legal, educational, livelihoods, and awareness-raising services to thousands of households and children through 4-8 Workers Rights Centers (WRCs) located in targeted areas of the project. WRCs may take different forms: 1) a physical drop in center housed within a local NGO/CBO that will be a one stop shop for project services, or 2) A virtual center or coordination body led by a coordinator that coordinates service delivery among a variety of local organizations. The type of WRC in each targeted community will be determined based on local dynamics and resources. The WRC Coordinator will lead the identification and selection process of WRCs, will oversee necessary capacity building, and work toward sustainability of services. The WRC Coordinator will put in place and manage an online Direct Beneficiary Management System (DBMS) to track all project beneficiaries and services administered through WRCs and will track and advise on trends and areas for improvement.


Fonctions

• Review and revise the strategy for working with Workers Rights Centers to ensure a locally appropriate, high-quality, and decentralized way for providing project services to targeted beneficiaries.
• Lead the assessment of local resources and partners to determine which model and which local partners should be engaged in WRCs.
• Design an approach to ensure that local implementing partners are providing high-quality services through a customized, case-management approach, to target beneficiaries of the project.
• Assess the capacities of local implementing partners, design a comprehensive capacity building plan, and lead the execution of the capacity building plan, including, but not limited to, capacity building in specific service delivery, data management, and fundraising/sustainability.
• Work closely with the M&E Officer to develop a cloud-based online DBMS to track beneficiaries and services in an accurate and timely manner.
• Train local implementing partners in the DBMS and follow-up to ensure its use and to validate data from the DBMS.
• Make field visits to monitor implementation of the project services and DBMS and provide technical assistance to partners on-the-job and through training on improvements to the system.
• Advise management on developments encountered with the WRCs and make recommendations for trouble-shooting these developments.
• Liaise to and coordinate with other projects and service providers in Haiti to ensure coordination and to leverage learning and resources.
• Participate in technical working groups, events, and representational activities related to the project.


Qualifications Requises

• Minimum of three years of relevant experience managing sub-awards to 4-10 local organizations providing legal advice and social services to underserved communities.
• Thorough understanding of Haitian and Dominican Republic Labor Code and the processes through which citizens obtain proper documentation, go to work, file labor complaints and remediate labor violation cases.
• Familiarity with referral mechanisms and how best to operationalize, track, and analyze trends related to social service referrals.
• Law degree with a focus on labor law, labor disputes, labor rights, or related field preferred.
• Fluent in English, French, and Creole
• Strong interpersonal, communication and organizational skills as well as good judgment and vision.
• Strong written and verbal communication skills.
• Commitment to the Agency's mission and strategy
