Fonctions
The Lead Urban Planner/Construction Management specialist will be responsible for overseeing and ensuring quality and safety control for all construction activities implemented under the project. S/he will ensure that infrastructure and service provision activities respond to identified community needs and are appropriately coordinated with activities focused on creating a more dynamic and equitable livelihoods sector, and stimulating new economic opportunities in Canaan, outside Croix-des-Bouquets, Haiti. The selected candidate will apply knowledge of urban planning and construction management principles and practices to develop and implement plans for utilization of land and physical facilities for the selected site. Moreover, s/he will consult and coordinate with broad stakeholders to identify priority needs and devise and recommend strategies for land use and physical facilities for residential, commercial, industrial, and community uses. S/he will investigate project sites to determine the feasibility of proposed new construction projects, review topography and site data for additions of renovations, consult environmental impact assessments, review conditions of the existing structure and other pertinent data. Developing planning proposals and master plans for land use and facilities to be built, modified, or repaired and providing on-site support and assuring timely completing of projects will also be expected.
Qualifications Requises
The Pan American Development Foundation is looking for a:
Lead Urban Planner/Construction Management specialist
Required Qualifications:
• BA/BS or equivalent university degree in Urban and Regional Planning, Architecture, Engineering or Construction Management required, ;Masters or other advanced degree preferred
• 5-10 years of experience in urban planning or managing building and infrastructure construction works, including ensuring the planning, engineering and construction quality of buildings and infrastructure in contexts with poor construction practices and regulation,
• Practical understanding of construction standards in flood plains, hurricane, and earthquake prone areas
• Experience working with low-income communities and government counterparts preferred, Fluency in Haitian Creole or French required; Fluency in English preferred

• High level of maturity, good judgment, flexibility and integrity of character;
• Cultural sensitivity, and an ability to engage in with local leaders, municipal representatives, and community based organizations, and other stakeholders
• Excellent troubleshooting and problem solving skills.
