GOAL has been in Haiti for over 5 years and continues to support communities to recover from the 2012 Earthquake and Cholera outbreak. The programme will be focused on recovery from these twin emergencies and also begin developing a longer term development programme. The programme has three core sectors: community Development, Economic Development and WASH. The aim is to be operational in all three sectors in Port au Prince and Gressier.
GOAL’s new Community development programme has 4 central pillars:
• Urban Planning
• Building Back Better (through training and campaigning)
• Owner Driven Household Rehabilitation (Repair, Rebuild and Retrofit including a Household
Wash solution)
• Community Disaster Risk Reduction
The WASH programme continues to support households when a cholera case arises as well as supporting communities and local government to put in place more sustainable strategies to manage cholera. GOAL’s exit strategies from camp support continue to be implemented in Port au Prince. GOAL Haiti is also laying the foundations for an economic development programme which will be a core sector in the longer term.
GOAL Haiti currently employees 120 national staff and 10 expatriates.
Fonctions
General Description of the role:
The first role of the IT and Logs officer is to ensure that all IT problems and technical questions are respectively resolved and answered as soon as they are reported. He also has the responsibility to ensure that GOAL’s assets are correctly registered and well maintained. The IT and Logistics officer has also the responsibility to support the logistics team with other logistic activities such as procurement and preparing the required documentation.
Responsibilities
IT and Communication (70% of the time)
• Resolve all questions GOAL Haiti staff have regarding IT issues with their computers in Haiti
• Work with GOAL HQ in Ireland to ensure that GOAL Haiti staff who need them have work email addresses
• Ensure that GOAL standards are established and that all equipment in Haiti is functioning properly.
• Maintain and upgrade computer equipment as necessary for both the Port au Prince and Gressier office.
• Install the operating system and all applications necessary on a new PC.
• Fix all related problems that computers have
• Set up GPS as required by programmes
• Set up email and computers to all new staff
• Regularly run the anti-virus
• Set up a good back up system and regularly backing up all documents
• Setting up the server and the shared drive for all departments
• Be the first point of contact for all IT related issues.
• Maintain an active record of spare laptops and phones in the Port au Prince Office stock.
• Be prepared to travel between Port au Prince and Gressier to resolve IT issues as needed or as requested by your supervisor.
• Monthly Data Set and FTP for Finance
• Serve as the point person who interacts with Digicel Haiti concerning GOAL Haiti’s cell phone plan.
• Work directly with Digicel to make any changes monthly as instructed by the Log & Security Co.
• Ensure that all Digicel bills receive on time and are correct prior to submitting to procurement for payment.
• Ensure that the Comm IT plan is updated monthly to accurately reflect any changes and sent to the logistics and Security manager by the 10th of every month.
• Communicate regularly with staff and provide training
Other Logistic activities (30% of the time)
• Ensure good fixed asset management; register all new Assets and tag them and all re-assign assets; Report damaged assets and repair when needed
• Monthly report for Assets
• Complete an asset inventory every 6 months
• Support procurement team in collecting quotations
• Prepare BID Analysis
• Support the logistics team with archiving
• Perform other Logistics tasks as directed by the logistics manager
Qualifications Requises
Required
• Fluency in English and French
• Experience working with an international NGO
• Thorough knowledge of MS Windows (XP, Vista, and ideally 7)
• Knowledge of network hardware and protocols
• Knowledge of MS Office, including Office 2003 and Outlook
• Basic experience and knowledge of fundamental logistics principles
• Ability to solve problems, use, or repair most technical equipment
• Good organizational skills with attention to detail
• Good time management, prioritizing tasks, and proactive in approach
• Ability to work with little direct supervision
• Hardworking with ability to work under pressure
• Good inter-personal skills
• Ability to learn quickly and adapt
