JOB TITLE: OI Geographical Program Coordinator
Department: Country Office –
Position shared by all Oxfam in Haiti
Location: Haiti Duration: one year fixed term JOB FAMILY: Program
OXFAM PURPOSE: To ensure the management, the coherence and the accountability in his or her geographical area towards the country strategic objectives.
Purpose of the function:
The border programme coordinator is responsible for providing strategic leadership of Oxfam’s program in a respective area in alignment with Oxfam objectives and mission.
REPORTING LINES:
Post-holder reports to: OI CD (TBC)
Staff reporting to this post: None
Coordinates with: the program coordinators in both countries
BUDGET RESPONSIBILITY: Budget responsibility between 4 and 8 million.
DIMENSIONS:
• Ensure establishment of multi program and multi-project cohesion among all program staff in area of responsibility.
• Provide thematic advice to the CMT
• Represent Oxfam in coordination meetings and some external stakeholders.
• Helps shape local level objectives within in a specific team. In larger programmes these jobs are often part of a management team.
• Their plans and objectives are developed to contribute to country, region and broader programme strategy and can involve collaboration with other programme units (e.g. other Oxfam in-country or colleagues in different country programmes) or departments (e.g. head office).
• Requires the ability to analyse and communicate complex information to a wide audience.
• Decision-making requires significant levels of judgement based on technical and management experience, generally actively supported by line management or the programme team.
Fonctions
KEY RESPONSIBILITIES:
• Set up bi-national sectoral tables with local partners and Oxfam in the Dominican Republic and Haiti.
• Implementation, facilitation and development of binational observatory with local partners.
• Coordination and relations actors working in the bi -national migration and human rights protection areas.
• Setting up and facilitation of the observatory and the thematic table.
• Work with the PQFD (Program Quality Funding and Development) team for creating and monitoring framework for monitoring and evaluation throughout the project
• Accountable to deliver effective management and monitoring, evaluation and learning of the programme in relation with the Operational sequence and sector strategic approaches.
• Guarantee the smooth relation with Human Resources, Finances, Logistic, Administration, Sector Management, Program Quality Funding and Development, and all the services.
• Provide technical advice to strategic and operational program reviews. Ensure programme planning, monitoring and evaluation including regular field visits, periodic reviews, communication of progress and results and knowledge management.
• Hold stakeholders accountable for program strategy and plan delivery; build relationship and develop networks with external stakeholders
• Assist in coordination of the OCS reporting function. (Oxfam Country Strategy)
• In Coordination with Directorate, work with other departments to ensure that Program standards are through various departments such as: Finance, HR, Security, program, health and safety, ect.
• Identify new funding sources and work on good negotiation strategies to support program
• Commitment to humanitarian principles and Oxfam values: Direct involvement and inclusion of gender and risk management
• Assist the CD and CMT to coordinate the OCS (Oxfam Country Strategy) reporting function.
• Direct involvement and inclusion of Gender, Risk Management.
• Show interest in dealing with Human Resources Development involving performance feedback, progress personal learnings and support to staffs.
Qualifications Requises
EXPECTATIONS FOR THE POSITION:
• Senior management experience in leading and ensuring program strategy and delivery in one or more challenging locations.
• The Job holder will stay abreast of professional standards, trends and issues affecting this set of responsibilities, demonstrating continuous learning.
• The Jobholder is expected to have high-level experience in coordinating multiple teams with various levels of program management knowledge and is able to influence teams to use the tools.
• S/he will work effectively and collaboratively in support of building a team-based work culture, will perform all duties appropriately for a multi-cultural environment, treating all persons with dignity and respect, and will be familiar with and committed to Oxfam’s mission and goals.
• Job holder must be available to travel nationally and internationally, if and when required
• Specific competencies and skills are required to achieve the job’s objectives eg geographical, thematic and managerial.

Required knowledge level & Education requirements
Education: •
Work and educational level: Bachelor/ Masters degree in International Development, Economics, Project management or closely related field, with specialized training in program management or a combined professional qualification and sound experience.
Experience in field program management with local and international NGO
Strong humanitarian skills as well as long term program experience.
Required work experience: Significant proven experience and specialized training in program and staff management.
Ability to perform several tasks at once.
Excellent public and human relations skills; good sense
Good knowledge of migration problems.
Fluency in spoken and written: French, Creole, and Spanish is mandatory. Knowledge of English is desirable.
Other Experience and Core Competencies.
1. Significant “hands-on” working experience in designing Learning, and monitoring systems including at strategic level.
2. Ability to lead and oversee the implementation of and monitor and evaluate programs & projects.
3. Able to take initiative and exercise sound judgment.
4. Ability to coordinate multiple teams, multi task and not be pressured by the complexity of this
5. Analytical abilities, particularly in the areas of learning, and capacity development/transfer;
6. Ability to manage multiple tasks in an effective, pro-active and timely manner
