Introduction

Catholic Relief Services (CRS) was founded in 1943 by the Catholic Bishops of the United States to serve World War II survivors in Europe. Catholic Relief Services (CRS) has been operational in Haiti since 1954, implementing a variety of programs ranging from emergency response to sustainable development depending on particular needs and dynamics within the country. CRS’ current portfolio focuses on urban development, agricultural production and value-chains, quality education, health, and Disaster-Risk Reduction. CRS has been working in the North East Department of Haiti to address issues related to child trafficking, livelihoods for vulnerable households, and education for all. CRS now seeks to develop a program specifically targeting Child Labor and Workers’ Rights in the North, North East and border areas, using a cross-sectorial approach to reduce child labor utilizing educational, livelihoods, governmental policy, law enforcement, and social compliance interventions.

Job Background/Summary
The Project Director will be responsible for overall direction and management of the Project, including representation and donor liaisons, sharing learning with external stakeholders, consortium management, and integration across project components. The Project Director will provide management oversight toward the realization of program objectives and compliance with donor regulations. S/he will also lead a capacity strengthening plan and source required training or other resources, where needed, to support local partners in the execution of their work. A critical aspect of this work is relationship management with a wide range of government and non-government stakeholders and engaging in the appropriate levels of collaboration and consultation while moving the project forward.



Primary Functions
• Communicate with the donor on technical implementation and progress both through informal communication (email, phone calls, etc.) and formal reporting.
• Organize and direct the work of staff and short-term advisors by providing supervision, training, and performance appraisals.
• Develop and maintain an adequate human resource plan consistent with CRS policies, donor requirements, and local laws.
• Ensure proper technical capacity of staff to manage complex government funded projects.
• Establish and maintain systems for project operations and implementation schedules.
• Maintains working relationships with all project stakeholders and engages in coalition building and public-private partnerships promotion.
• Manage relationships with government officials including those from the Ministry of Labor, IBESR, Ministry of Agriculture, Ministry of Education, Ministry of Justice, Ministry of Commerce and Industry, and relevant private sector companies from agriculture and supply chains.
• Establish relationships with professional associations and other stakeholders, ensuring quality training activities, overseeing communications and outreach, and providing fiscal oversight and accountability.


Qualifications Requises

Qualifications
• Bachelor’s degree with a minimum of 5 years’ experience working on children’s rights, child protection issues, workers’ rights, and social compliance.
• A minimum of 10 years of experience in project management, supervision, and implementation of a cooperative agreement; experience in a leadership role implementing relevant projects
• Knowledge of child labor issues and experience in transitional, formal and vocational education of children removed from child labor and victims of worst forms of child labor.
• Experience in implementation of complex child labor reduction programs in areas such as education policy, capacity building of governments to enforce and monitor labor laws, child labor and workers’ rights, and youth vocational education.
• Fluent in English, French, and Creole
