Introduction
In response to the January 12 earthquake in Haiti, the American Red Cross (ARC) is scaling up its support to the Haitian people in their post-earthquake recovery. The ARC Haiti Assistance Program (HAP) has been established to direct the organization’s response to the 2010 Earthquake in Haiti. HAP activities focus on integrated community recovery and preparedness interventions in Haiti working within the Red Cross/Red Crescent network, particularly with the Haitian Red Cross (HRC) and also through external partners.
The Gran Nò Pi Djanm (GNPD) has the aim to increase community resilience, building stronger communities and reducing exposure to external shocks in mostly rural targeted communities through an integrated programming approach that enhances the mutual impact of multi-sectorial work in Disaster Risk Reduction, Health, Water and Sanitation and Livelihoods. Thus, the ARC Haiti Delegation is seeking for an experienced WatSan Assistant engineer to oversee the implementation of WatSan components of GNPS program mainly but not limited to the 3 departments of Haiti.
The ‘WatSan Assistant Engineer’ will work under direct supervision of ‘WatSan Engineer and in close consultation with ARC Haiti Delegation’s Technical Team (Health, Water and Sanitation, Housing/Construction) and close collaboration with Haitian Red Cross technical Staff in North, North East and North West. He/She will be responsible to ensure coordination and appropriate integration in effective and efficient implementation of key components of water and sanitation activities, such as rehabilitation of water sources, construction of water access points, social mobilization for low cost sanitation promotion and other related water and sanitation activities integrated within the GNPD program. .
The WatSan Assistant engineer will be a highly motivated and proactive team player who is able to work independently and under supervision. He is also a person who demonstrates flexibility in meeting the various tasks required by this position.
Fonctions
The duties and responsibilities of the WASH Engineer Assistant include but are not limited to assisting the WASH Technical Expert to:
• Conduct evaluations in the target areas to inform and develop terms of reference for different activities relative the WASH.
• Develop and rehabilitate water points in the target areas in rural, peri-urban and urban areas on targeted communities including water distribution networks, rainwater harvesting systems, drilled wells, hand dug wells and spring catchments.
• Work with the WASH community mobilizer to support the promotion of construction of latrines using community mobilization in urban, peri-urban and rural communities
• Prepare designs, specifications and contract documents for the recruitment of contractors for project activities
• Supervision of field WASH related activities including those conducted by the contractors, partners and Red Cross staff and volunteers.
• Advise and comment on the proposals, designs, quantities and estimates of the contractors and partners with WASH related activities.
• Communicate, intergrade the involvement and seek validation of DINEPA and MSPP on all levels including local, department and national on all WASH related activities.
• Coordinate with local government, NGO’s and other Red Cross partners
• Support the development of systems of solid waste management, as appropriate, in semi urban and rural communities. Interact closely with the Health Department, particularly with the coordinator of the hygiene promotion, in order to establish a coherent balance between advocacy and construction related to water and sanitation.
• Develop and promote the use of low-cost sanitation solutions to address the sanitation problems at household level.
• Assist market supply of construction materials by creating market links between local sanitation entrepreneurs and construction material distributors.
• Provide expertise and support in capacity building including supervision, training and monitoring in the planning, management and implementation of water and sanitation programs.
• Work collaboratively with the Community, Gender and Youth specialist to integrate the Gender perspective in all aspects of programming
• Work closely with the various stakeholders and partners to identify and resolve discrepancies in activities related to water and sanitation in targeted geographic areas.
• Submit regular monthly and weekly reports, verbally and in writing, as required and when requested Perform tasks of management, administration and coordination with other project staff as well as staff from other organizations.
• Have good skills in staff management, work planning and conflict resolution.
• Have the ability to use and follow the guidelines and standards set in SPHERE.
The WASH Assistant Engineer is independently responsible for:
• Providing technical support to ARC partners in Petit Bourg De Borgne or any other assigned area
• Assist the GNPD WASH team with administration and documentation for regular activates
• Auto Cad or similar technical drawings and spreadsheet support to the WASH team.
Qualifications Requises
• Bachelor degree from a recognized institution in the areas of Public Health, Water/Sanitation or Civil Engineering
• Minimum 3 years of relevant experience in the sanitation sector in Haiti, preferably in rural areas and in implementing water and sanitation activities
• Demonstrate experience with water and sanitation projects including bore holes, latrines, spring catchments and identifying water resources and developing rural water supply mechanisms
• Experience in construction of water supply mechanisms and developing and managing latrine construction projects through social mobilization mechanisms.
• Proven skills in producing technical drawings
• Professional work experience working with communities in Haiti rural areas
• Good knowledge of and experience in monitoring and evaluation concepts
• Very good knowledge of methods, standards and procedures for local construction
• Have excellent communication skills
• Capacity in leadership, teamwork and establishing good working relationships
• Ability to prioritize and meet deadlines
• Flexible and able to adapt to changes in working conditions
• Previous work experience with the Red Cross / Red Crescent Movement and other international humanitarian organizations
• Experience in humanitarian assistance programs and emergency response
• Willingness and ability to travel whenever necessary for work purposes
• Proficiency in written and spoken Creole and French and fluency in written and spoken English
• Experience integrating a gender perspective into programming, a plus
• Computer proficiency in MS Office applications and AutoCad
• Good knowledge of local construction methods, procedures and norms.
• Knowledge of PHAST and CLTS
• Proven experience in supervision and monitor partners in water and sanitation sector.
