Introduction

Working in 50 developing countries across Africa, Asia and the Americas, Plan aims to reach as many children as possible, particularly those who are excluded or marginalised with high quality programs that deliver long lasting benefits by increasing its income, working in partnership with others and operating effectively.
Plan International, one of the world’s largest children’s NGOs, plays a key role in the CCO as financial “host” and also a member of the CCO Steering Committee (SC).

CCO’s PURPOSE:

The CCO’s goal is to increase the coherence and effectiveness of the contribution of INGOs in improving the living conditions of Haitians, paving the way for sustainable development.

CCO’s goal is to become a strategic actor influencing the policy and practice of key stakeholders involved in relief, rehabilitation, and development. Also to support and strengthen an enabling environment for INGO activities.

JOB PURPOSE:

To support CCO members in making the best use of opportunities for influencing policy and practice through developing common positioning on key humanitarian and development issues, representing members externally and conducting effective advocacy


Fonctions

CCO HAITI leadership
• Chair meetings of the Steering Committee (SC), Plenary Assembly (PA) and other CCO meetings.
• Follow-up on implementation of CCO decisions, especially the SC decisions.
• Organize and facilitate collective CCO positions related to specific humanitarian issues
• Support informal working groups by recruiting and supporting members, sharing info, and developing and implementing issue-specific strategies.

Representation, advocacy (including lobbying) and communications
• Represent the CCO in meetings with the Government of Haiti, the United Nations, and donors, conveying views of the INGO community.
• Support SC and PA members in analysing key programmes and policies, formulating common positions on key humanitarian, reconstruction and operational issues.
• Providing members with information gathered from meetings with various stakeholders, including target audiences, and identifying their policy thinking and opportunities for influence.
• Lead and facilitate advocacy activities with key stakeholders in relation to key humanitarian, reconstruction and operational issues as identified by the CCO membership.

Membership pulse-taking and involvement
• Facilitate CCO members’ active participation in meetings, especially SC and PAs.
• Ensure that information from working groups, SC and PA meetings is fed back to CCO members and that CCO members take appropriate action on recommendations as required.

Relationships with and development of Plenary Assembly membership
• Ensure a two-way information flow between members of the SC and the PA, garnering input and providing feedback on key issues.
• Support involvement of additional Plenary Assembly members with a view to making the CCO more inclusive and representative through e.g. organizing events with policy makers, holding joint meetings with the policy/communications officer aimed at reaching out to potential members, maintaining an updated contact list.

Supervision of CCO Secretariat
• Maintain overview of Secretariat processes and seek member feedback and input on maintaining an effective and responsive Secretariat.
• Manage and support the work of the Policy/Communications Officer.
• Submit progress reports and end-of-year reports as appropriate to CCO membership and donors.
• Develop and direct fundraising efforts with bilateral donors and private foundations.


Qualifications Requises

• Bachelor’s degree required, Master’s degree preferred
• Minimum three years experience in international (humanitarian or development) work or related field, including 1 year abroad (developing country experience preferred).
• Experience of influencing government, donors and other organisations through representation and/or advocacy.
• Several experiences of emergency and development work with a broad understanding of context, dilemmas, challenges and ways of working. Track record in advocacy preferred.
• Familiarity with INGO and UN/humanitarian coordination mechanisms
• Languages: Fluency in English and French is essential. Creole an advantage

• Excellent communication skills, verbal and written, especially listening skills.
• Excellent teamwork skills and the ability to build good relations
• Excellent representation skills and the ability to speak on message. Diplomatic skills.
• Strong networking skills
• Self-starter
• Computer literate: highly proficient in the use of word processing software (MS Word), presentation software (MS PowerPoint), spreadsheet software (MS Excel), email software and knowledge management systems.
• Ability to think strategically and beyond the local/country context
• Solid organizational skills, and the ability to be flexible and work under high pressure and cope with ambiguity
• Demonstrated ability in time management
• Proactive in problem solving and seeking solutions
• Provide clear line management to a team required to deliver on key deliverables
• Enable the capacity of others through clear directives and support to capacity shortfalls
• Able to make quick judgements and provide guidance in uncertain and sometime rapidly changing circumstances
• Able to establish and maintain appropriate linkages with senior leaders from government, donors, UN and NGO communities.
• Provide membership with organized, accurate materials regarding status of key initiatives.
• Organize and chair meetings that allow for necessary input and participation from NGO country directors and senior staff.
• Demonstrate knowledge of and respect for the traditions and practices of other cultures
• Able to communicate externally and internally the purpose and outcomes of work needed
