We are currently seeking a Deputy Chief of Party for a four-year USAID-funded basic education project that is focused on improving early grade reading and writing outcomes in Haitian Creole and French for Haitian children during the first four grades of primary school. This project is expected to start several months prior to the start of the school year in 2015 and run through September 2019.
Fonctions
ROLE PURPOSE:
The DCOP will have both the technical and management leadership skills including experience managing and implementing primary education projects using collaborative approaches of capacity building and partnering with NGOs, schools and other community partners. Under the direction of the Chief of Party (COP), the DCOP will oversee the implementation of program activities throughout the targeted districts, oversee the work of program managers, and ensure effective and efficient operational support is provided to the program team. The DCOP will work closely with the COP to ensure the proposed project is implemented in accordance with the contract, USAID regulations, and internationally recognized quality standards. The DCOP will oversee field operations, ensuring that staff support the implementation of the technical components to implement and monitor the use of new approaches to teaching reading and writing within the schools. S/he shall ensure high quality deliverables, relevant and timely reporting, and shall participate and engage in technical meetings.

Specific Duties and Responsibilities:
In coordination with the Chief of Party provide programmatic leadership to ensure that program outputs are achieved over the life of the program;

Oversee project work planning, implementation and management, ensuring the project's administrative integrity and technical soundness;
Closely monitor district-level activities, identify challenges and develop appropriate and sustainable solutions with guidance from the Chief of Party and other program staff;
Develop and modify as necessary the technical work plans and budget;
Cultivate strategic relationships with USAID, government ministries, local and international partners and other stakeholders for the smooth implementation of project activities.
Oversee the development of timely, accurate and appropriate reporting of project activities and results for submission to the Chief of Party, including progress and annual reports;
Identify key operational support needs of program staff and work closely with the senior staff to ensure appropriate systems are in place;
Maintain productive and consistent communication with program and technical staff at all levels;
Work with finance and project staff to develop and track project budgets;
The DCOP will serve as the Acting COP during absences of the incumbent and represent the project in key technical working groups and advisory groups. This is a senior leadership role and will serve as a key member of the project team.

Qualifications Requises
QUALIFICATIONS & EXPERIENCES
Senior management experience in education development projects in Haiti, with progressively increasing responsibilities in managing education development projects and teams;

Knowledge of education programs, curriculum and material development, teacher training and coaching, government capacity building, community engagement and program management systems;
Experience in working with governmental structures, local partners and other donors active in the education sector;
Experience integrating gender concepts into development programming is preferred;
Experience supervising and leading teams using strong communication and interpersonal skills;
Experience interacting with government agencies, host country government partners and counterparts, and international donor agencies is preferred;
Demonstrated organizational skills and strong track record in meeting deliverables and deadlines and ability to provide oversight of financial and operational aspects of programs is preferred;
The ability to manage a program of similar magnitude and complexity; work collaboratively across technical disciplines and implement according to plans;
Proven expertise in developing and implementing effective partnerships with partners, local government entities, other NGOs and USAID;
Fluency in English , French and Haitian Creole is required;
Proven leadership qualities, negotiation skills, and ability to collaborate with a wide range of partners and stakeholders;
Excellent interpersonal skills and the demonstrated ability to lead and work effectively in team situations;
Haitian residents and/or nationals are highly preferred.
Degree calibre or qualified by a minimum of 3 years relevant professional experience
Prior experience in child sponsorship strongly preferred

Level 1: the role holder will not have contact with children and/or young people, or access to personal data about children or young people, as part of their work; therefore a police check will not be mandatory unless the content or location of the role changes, in which case the Child Safeguarding level will be reviewed.
