Introduction

Chemonics seeks deputy chief of party candidates and technical specialists for an anticipated USAID-funded early grade reading program. This program aims to improve reading and writing skills in Haitian Creole and French for 100 million children in primary grades in the development corridors of Cap Haitien, Saint Marc, and Port-au-Prince. Fonctions

Regional Program Manager (Saint Marc and Cap Haitian)
Responsibilities
• Serve as the primary point of contact between project’s main office in Port-au-Prince and local authorities and partners in Saint-Marc and Cap-Haitian.
• Oversee the roll-out and implementation of technical assistance, materials, and training to improve early reading outcomes in Haitian Creole and French in target schools.
• Work with the project’s senior education and training specialist to roll out materials development, supplementary materials development, lesson planning, and teacher professional development components of the project at the provincial level.
• Work with the project’s deputy chief of party to ensure the project’s cross-cutting elements of communications, community engagement, gender, and inclusion are implemented at the provincial level.
• Identify local partners in Saint Marc and Cap Haitian to advance and amplify the impact of Ann ALE.
• Assess the organizational capacity of local partners; oversee the award and implementation of subcontracts and other awards; and provide technical assistance, as needed.


Qualifications Requises

Qualifications
• Bachelor’s degree required in a field relevant required Master’s degree preferred in reading/literacy, curriculum development, or teacher education preferred.
• At least 5 years of experience with USAID or other donor-funded education projects required; early grade reading preferred.
• Experience working with local partners (in Saint Marc or Cap Haitien) with limited capacity strongly preferred.
• Ability to work independently with limited direction required.
• Excellent written and oral communication skills, including reporting on project activities at the community level to donor audiences.
• Fluency in French and Haitian Creole required; English preferred.
