Introduction
Chemonics seeks deputy chief of party candidates and technical specialists for an anticipated USAID-funded early grade reading program. This program aims to improve reading and writing skills in Haitian Creole and French for 100 million children in primary grades in the development corridors of Cap Haitien, Saint Marc, and Port-au-Prince. Fonctions
Senior Operations/Partners Fund Manager
Responsibilities
• Responsible for day-to-day project operations, including human resource management, office management, financial management, and partners fund management.
• Develop project-specific partners fund manual, including policies and procedures governing the development and implementation of subcontracts and other sub-awards.
• Oversee compliance of all sub-awards, including establishing controls for expenditures and reporting on use of partner funds.
• Analyze and evaluate proposals for subcontracts and other sub-awards, and make recommendations for awards according to established procedures.
• Assess organizational capacity of partners, and design and provide training and technical assistance, as needed.
• Provide guidance and mentorship to the partners fund manager and other project staff on partners fund management.
• Supervise the project’s accounting team, ensuring compliance with USAID regulations and Chemonics policies and procedures.
• Review project financial reporting and payment requests for completeness, accuracy, and compliance with rules and regulations.
• Supervise the office manager and other administrative staff, ensuring operations are supporting the sound technical implementation of the project.
• Other duties as assigned by the chief of party.
Qualifications Requises
Qualifications
• Bachelor’s degree required in a relevant field; advanced degree preferred.
• At least five years of experience in the management and operations of international development programs, including at least two years in a supervisory position in the field.
• Previous experience supporting the administrative and financial management of USAID-funded programs required; in Haiti or similar environments preferred.
• Experience with project level financial management and sub-award budgeting required.
• Experience managing subcontracts, and other awards like grants and commodity procurements required.
• Experience working with local partners with limited capacity in Haiti or similar environments strongly preferred.
• Fluency in English and French required; Haitian Creole preferred.
