Introduction

SPRING is a five-year cooperative agreement funded by the United States Agency for International Development (USAID) to provide state-of-the-art technical support and facilitate country-led, regional, and global programs to improve the nutritional status of women and children.

As a member of the SPRING Team, the Monitoring and Evaluation (M&E) Officer will work under the direction of the SPRING/Haiti Program Manager. His/her primary responsibilities will be to organize and coordinate the collection, analysis, and reporting of routine monitoring and periodic evaluations of the project. M&E activities will be designed to assess and report on project activities and results, thereby enabling SPRING to identify problems, their causes, and solutions to improve overall program performance. M&E reports will provide USAID, the host government, and stakeholders at all levels with a record of progress, effectiveness and lessons learned. The overall approach is expected to provide decision-makers with accurate, practical and useful information (both quantitative and qualitative) in a consistent, timely, and cost-effective manner. This position will be based in Petion-ville.


Fonctions

The M&E Officer will:
1. Coordinate with SPRING/HQ in developing and periodically reviewing and revising a SPRING/Haiti Performance Monitoring Plan (PMP), including indicators and targets as well as plans, budgets, and timelines for M&E activities;
2. Establish and maintain a routine monitoring and reporting systems, including data collection at the health facility-level;
3. Oversee M&E planning, development and management activities to ensure that SPRING/Haiti M&E functions smoothly and efficiently;
4. Build capacity of and guide SPRING/Haiti staff in the development and implementation of the PMP;
5. Support other SPRING/Haiti M&E activities, including designing, conducting, analyzing and reporting on surveys, evaluations or operations research;
6. Ensure quality, consistency and adherence to standards and best practices for M&E;
7. Compile and analyze data from each of the project strategies and activities;
8. Support SPRING/Haiti staff in presenting and using data on a quarterly basis for identifying problems if and when they arise and for evidence-based decision-making;
9. Prepare reports of SPRING/Haiti project results, as needed;
10. Contribute to and actively participate in SPRING/Haiti project planning, even when not specifically related to M&E;
11. Help SPRING/Haiti and SPRING/HQ staff to identify research opportunities, carry out that research, and translate findings into practice;
12. Assist project staff in conducting web searches, and reviewing literature on research topics;
13. Communicate and coordinate M&E activities with the Ministère de la Santé Publique et de la Population (MSPP), implementing partners, and institutions to the extent possible and as appropriate;
14. Work with SPRING/HQ Strategic Information team to identify and inform SPRING staff of successes, challenges, and lessons learned; and
15. Support establishment and operationalization of quality improvement systems.


Qualifications Requises

1. Master’s degree in public health, statistics or related social science.
2. Computer skills demonstrating competency in MS Office and at least one statistical package such as SPSS or STATA.
3. A minimum of six years’ work experience, four of which should include work in M&E related to international public health. M&E experience should relate to the use of measurement methods required for monitoring, evaluation or research in international public health programs in at least one of the following: household surveys, health facility assessments, routine data sources, operations research, qualitative research or routine health information systems.
4. Experience in establishing and maintaining project monitoring and reporting systems, including data collection at the health facility level is highly desirable.
5. Experience in primary data collection and/or analysis of quantitative or qualitative data is highly desirable.
6. Interest in health, nutrition, and/or other development issues.
7. Experience with projects funded by the United States Government (USG), particularly the United States Agency for International Development (USAID) and supporting public health projects with nutrition focus.
8. Strong decision making skills and results oriented approach. Excellent organizational, time management and communication skills.
9. Excellent interpersonal skills and ability to work successfully in team environment.
10. Ability to work effectively and harmoniously with other administrative, financial and technical staff from SPRING/HQ, SPRING/Haiti, USAID, consultants, MSPP, and international organizations.
11. Ability to work independently and manage various projects in a team setting, with limited supervision.
12. Ability to assess priorities and handle multiple tasks simultaneously to meet deadlines with attention to detail and quality.
13. Fluency in French, Haitian Creole, and English required.
