1. MAIN RESPONSIBILITIES

- To promote good security management practices and duty of care amongst CA/DKH/NCA/UMCOR and whenever agreed, ACT Alliance members, through capacity building and sharing of good practices.
- Collecting security information from a variety of sources, analyzing and disseminating it to CA/DKH/NCA/UMCOR and whenever agreed, other ACT Alliance members and partners. The SA will serve as the reference point for CA/DKH/NCA/UMCOR and whenever agreed, requests for security information from ACT Alliance members.
- Maintain and update the CA/DKH/NCA/UMCOR and whenever agreed, the ACT Alliance security information database and continue to add relevant tools for use by CA/DKH/NCA/UMCOR and ACT members in upgrading their security capacity and risk management abilities.
- To actively support CA/DKH/NCA/UMCOR and whenever agreed, Alliance members faced with serious insecure environments or in response to critical incidents as required. In case of an emergency, support the ACT Forum Haiti in implementing Contingency Plans / overall emergency response.
- To develop and facilitate the delivery of flexible, adaptable and context-specific training to CA/DKH/NCA/UMCOR and whenever agreed, ACT members in Haiti. Training packages developed should also meet the requirements of ACT members for security qualifications for staff as necessary.
- To actively support NCA/ DKH/NCA/UMCOR in seeking additional support for funding for the SA role from ACT Haiti Forum members.
- UPDATE THE TRAINING OF SECURITY FOCAL POINTS FROM EACH ORGANIZATION
2. MAIN TASKS
- Collecting and reviewing all relevant security documents and presenting new /revised security plans and security briefing packages
- Collecting, filtering, analyzing and sharing information via e-mails and SMS and sharing weekly summaries and monthly analyses on the general security situation
- Full assessment of all compounds and operating areas, creation of procedures and guidelines and regular drills / trainings with staff
- Providing various safety and security trainings such as but not limited to firefighting, general personal safety and security, first responder / first aid, defensive driving and related. Organize trainings with external providers if / when special expertise is required.
- Undertake capacity building of CA/DKH/NCA/UMCOR Security Focal Points (SFP) and whenever agreed, partners’ SFPs, through customized training sessions and on-the-job training / accompaniment
- Networking and participation in relevant meetings and fora including the Joint Haiti Security Forum, and regional / departmental fora when relevant / possible

3. SPECIAL DUTIES/FUNCTIONS ASSIGNED TO THE POSTION:

The Security Advisor is the responsible for providing security guidance and support to the following four members of the ACT Alliance: Christian Aid (CA), Norwegian Church Aid (NCA), Diakonie Katastrophenhilfe (DKH), and United Methodist Committee on Relief (UMCOR). Whereas the first two organizations share an office compound centrally in Petion-Ville, the other organization is located in a separate office. The Heads of the organizations meet monthly through the ACT Haiti Forum, which consists of 15 member organizations. Monthly meetings with the management of CA/ DKH/NCA/UMCOR to review the work plan and performance of the Security Adviser shall to the greatest extent possible be scheduled in conjunction with ACT Haiti Forum meetings.

Whenever requested by the Chair, the Security Advisor shall participate in the monthly ACT Forum meetings, and respond to requests from members, always reminding them that their financial contribution to the Security Adviser position would help maintain the position. If the request would require more than a simple response, CA/ DKH/NCA/UMCOR shall be informed for approval.

The Security Advisor shall be familiar with the ACT Forum Haiti Emergency Preparedness and Response Plan (EPRP) and be ready to assist the ACT Forum Coordination mechanism in the event of an emergency. During an emergency response, the Security Advisor will be matrix managed by the Chair of the ACT Forum Haiti.

Related degree, at least 5 years experience in similar job, previous working experience with NGO, English/French/Creole.
