Organisational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization with 187 member National Societies. It is guided by its Strategy 2020 which voices our collective vision and determination to move forward in tackling the major challenges that confront humanity in the present decade

Following the earthquake that struck Haiti on 12th January 2010, the IFRC launched one of its biggest humanitarian operations in history, being the most important aspects of such intervention the direct support to the victims, the coordination among the Red Cross Red Crescent Movement and the direct support to the Haitian Red Cross Society.

The Human Resources Unit is accountable for workforce planning, recruitment and selection; HR policies and systems; staff health and well-being; performance management; staff learning and development; and National Society cooperation and development.

Job Purpose

The Human Resources Officer, under the supervision of the Human Resources Coordinator, is responsible for the recruitment and performance management portfolios as well as the administration of contracts and leaves.


Fonctions

Job Duties and Responsibilities

Recruitment, selection and workforce planning
 Ensure requirements for hiring are met by hiring manager prior to initiation of recruitment process.
 Manage the posting of vacancies through appropriate channels in order to attract suitable candidates.
 Manage reception and compilation of all relevant candidacies. Perform initial assessment and short listing support. Liaise with hiring manager for selecting candidates for interview.
 Arrange interviews and testing (as applicable), represent HR in the interview panel and lead feedback discussions following interviews.
 Ensure that interviews and hiring decisions are adequately documented.
 Issue necessary communications to both selected and non-selected candidates.
 Open employee file and ensure completeness of required documentation.
 Ensure accurate administration and staff contract management in accordance with Federation HR procedures and policies.
 Manage and maintains the workforce database (electronic and hard files)
 Liaise with the Secretariat for the issuance of communications such as extension letters, non-extension notices, contracts, etc.
 Coordinate the briefing and debriefing programs for incoming and departing Delegates and manage the start and end of mission formalities.
 Issue work reference letters as well as any other accepted form of validation of documents required by staff and approved by the Federation
 Process activation and deactivation of Federation email accounts for staff. Follows up as appropriate with the administrator of this platform for additional support in the event of delays of account creation.

Leave Management
 Process Leave requests in a timely basis in accordance with internal policies
 Maintain a leave database with updated statements for each employee
 Communicate leave statements to each department on a monthly basis
 Communicate international staff leave report to the Zone HR Manager on a monthly basis

Manage IFRC Performance Review System
 Organize and Conduct periodic refresher sessions on the different steps of the performance review cycle.
 Promote the compliance of the performance review process among the staff and submit statistics and progress reports as requested.
 Revise and update performance review material periodically for appropriate updates and training purposes.
 Assess and communicate to line managers the trends, updates, news, and any other event having an impact on the performance review system.

Support Staff Learning and Development Activities
 Coordinate trainings, workshops, courses, socializations for IFRC staff in line with identified needs.
 Monitor and promote the completion of online mandatory courses.


Duties applicable to all staff

 Actively work towards the achievement of the Federation Secretariat’s goals
 Abide by and work in accordance with the Red Cross and Red Crescent principles
 Perform any other work related duties and responsibilities that may be assigned by the line manager


Qualifications Requises

A university degree in Business Administration, Psychology, Industrial Engineering or professional school degree in a related field
2+ years of experience in Human Resources
1 year experience in a culturally diverse environment
Computer literate and knowledge of MS Office softwares (i.e., Word, Excel, Power Point, Visio, Outlook, Access, etc.) Internet Browsers, Intranet and other means of technology relevant to the functions in this position (i.e., Social Media Tools).to the functions in this position (i.e., Social Media Tools).
