Fonctions
ROLE PURPOSE
The Award and Cost Accountant serves as the country primary responsible to ensure fair share charges to all projects in country as per cost allocation policy and Inventory Accounting, ensuring that policy is understood by relevant staff. S/he prepares financial reports and coordinates with Finance, Administration and Logistics Manager, Budget Holders, Stock Keepers, Asset and Warehouse Coordinator, Payroll Accountant, Human Resources and Fleet Dispatchers based in all SCI offices (4) in Haiti and abroad where warranted. S/he further is responsible for ensuring partner reporting through monitoring visits and training.

RESPONSABILITIES
o Planning:
o Plays active role in support costs budget development
o Reviews project budget phasing of annual budget and new proposals
o Ensure the work schedule meets due dates for finance reports
Plans with various departments the work schedules allowing for timely journal preparation and reporting related to cost accounting, donor reporting and inventory management.
o Financial Management:
o Preparing financial project reports in the required donor reporting format for review by the collaborating member country including filing of submission, budget amendments and approval documentation.

o Ensuring supporting documentation of Cost allocation is complete and the methodology by fleet, facilities and HR departments are followed.
o Operate and maintain agency’s systems updated:
o AMS, Agresso, Award and Project filing
o New proposal budget development
o Provides support to FO, Budget Holders and New Program Development on historical data as required.
o Assist budget holders with budget management (revisions, amendments, phasing) and control (ensure correct allocation according to approved budget lines, avoid overspending). Train budget holders as needed.
o Coordinate with budget holders and prepare journal reversals as per the monthly project Budget vs Actual review meeting comments made by senior management and budget holders.
o Principal contact for partner financial reporting, monitoring visits and training.
o Coordinate with the warehouse to ensure the Inventory Accounting process is followed and journals for accruals are made on a timely basis.

o Personnel / Partner Management
o Plays a leading role in of finance reporting in collaboration with Partners, Field and Country Office Staff
Conducts regular meetings/visits to FO’s and partners
o Training and Capacity Building
o Provide training to Partners and SCI staff to ensure understanding and execution of the administrative works needed to make the monthly cost allocation
o Develop tools to ease work processes
o Any other as required by supervisor

Qualifications Requises
QUALIFICATIONS & EXPERIENCES
- Bachelor’s Degree in Finance
- Higher Education
- Excellent communication skills in Creole, English, and French
- Highly developed financial accounting software, database and Microsoft office applications skills.egistered Accountant;
- Three to five year in the field
