Introduction
FINCA, one of Micro Finance Institutions leaders works in 23 countries on 5 continents serving nearly 1.8 million clients. FINCA Haiti S.A, subsidiary of FINCA International, is currently recruiting a Chief Financial Officer.
Fonctions
The Chief Financial Officer (CFO) is directly responsible for managing all finance and accounting activities of Finca Haiti S.A., and supervises all its finance staff. S/he will ensure that the finance activities of Finca Haiti S.A. will support Finca Haiti S.A. in pursuing its mission with a minimum of risk and a maximum of efficiency. As a member of the Management Team/Board*, s/he shares responsibility for the overall performance and activities of Finca Haiti S.A., and participates in making decisions on material issues.
S/he will:
1. Supervise and develop all finance staff
2. Manage accounting and reporting activities
3. Implement financial analysis as a key management tool
4. Create/modify regulations, procedures for finance activities
5. Ensure compliance
6. Manage treasury activities and liquidity management
7. Manage planning and budgeting activities
8. Co-ordinate external audit
9. Co-ordinate with IT
10. Participate in the general management of Finca Haiti S.A.
The Subsidiary CFO reports to the Subsidiary CEO, with a dotted line to the FINCA International Corporate CFO.
o Supervise all finance staff of Finca Haiti S.A.. For finance staff located in branches, the CFO retains the “professional responsibility”, whereas the “administrative responsibility” is transferred to the branch manager;
o Responsible for hiring/evaluating all finance staff (for branch employees: professional responsibility only; administrative responsibility is with branch manager), and their dismissal, if necessary;
o Assess the training requirements for the Finance Department as a whole and for its individual employees, and develop a capacity building plan for the Department and its individual employees;
o Preparation of staff to assume management positions
o Conduct performance evaluations of the staff reporting to him/her and verify that the supervisory personnel also perform evaluations of their staff in a timely manner according to established procedures.
2. Accounting and reporting
o Manage generation of financial statements according to local accounting standards;
o Manage generation of financial statements according to GAAP or IFRS;
o Manage timely reporting to relevant local authorities (central bank, tax office, …);
o Manage timely reporting to F/I and hub;
o Manage timely reporting to creditors and donors.
3. Financial analysis
o Create/develop appropriate reports: financial ratios; liquidity report; currency gap report; various credit reports; breakdown by branches/regions; breakdown by products; plan-fact comparison; historic development; other as required/appropriate;
o Analyze financial data and develop financial analysis as a key management tool with the aim of optimizing Finca Haiti S.A.’s activities: identify risks, inefficiencies, negative tendencies, and propose measures that reduce risks, improving efficiency, reverse negative tendencies.
4. Creating/modifying regulations, procedures for finance activities
o Create/modify procedures such that they are low-risk and efficient;
o Analyze existing procedures for adequacy and making changes, if necessary.
5. Compliance
o Ensure compliance of Finca Haiti S.A.’s finance activities with the Charter/bylaws of the subsidiary; FINCA and subsidiary policies, procedures, plans and agreements; decisions of subsidiary governing bodies as well as headquarter and regional office supervisor(s); maintain good coordination with regional office, headquarters, and governing bodies;
o Ensure compliance of Finca Haiti S.A. with financial covenants in agreements with creditors and donors.
6. Treasury and liquidity management
o Create cash flow forecasts;
o Ensure availability of sufficient resources for lending in the required currency;
o Make best use of resources currently not yet needed for lending;
o Manage all financial transactions with creditors, banks, donors.
7. Planning, budgeting (together with Management Team)
o Manage the planning and budgeting process of Finca Haiti S.A.;
o Participate in completion of business plans for expansion into new regions.
8. Co-ordination of external audit
o Act as the co-ordinator and main contact person with external auditors.
9. Co-ordination with IT
o Use possibilities of IT most efficiently; propose modifications to IT programs/procedures that increase efficiency and/or lower risk;
o In case of changes to the IT structure/software that affect finance activities, participate in a/the leading role in the investigation, decision making and implementation process of the new/modified structure/software.
10. General Management of Finca Haiti S.A.
o As a member of the Management Team/Board, participate in Finca Haiti S.A.’s general management as defined by the Charter and the Regulation on Management Team/Board (if existing);
o Be informed about all important activities and developments at Finca Haiti S.A.;
o Keep all Management Team/Board members informed about relevant issues/developments in Finca Haiti S.A.’s finance activities and department;
o Present relevant “Finance” issues to the Management Team/Board for information, discussion, decision making;
o Participate/vote in decision-making on relevant “Finance” and “Non-Finance” issues.
Qualifications Requises
- Extensive experience in best-practice financial management of a company, desirably a financial institution;
- Desirable: Masters Degree in Business, Finance, Economics, Management or Marketing, CPA, or Chartered Accountancy qualification;
- Fluency in regional/local language, and English;
- Outstanding interpersonal, communication and training skills;
- Strong business management and negotiating skills;
- Excellent technical report writing skills and computer literacy;
- Strong analytical and organizational skills;
- Good understanding of IT issues and the role and possibilities of IT in financial management;
- Comments on drawing the lines between the CFO and other management staff;
- A case-by-case decision has to be made where to put the line of responsibility between the CFO and other management staff;
