(1) Youth Project Officer (National)

Reporting to : Youth Program Manager

Program: “Creating opportunities for Youth in Cite Soleil and Martissant”

Frequent contact with: Technical Unit Team, Program Teams, Finance Team, Haitian Red Cross (HRC), the Red Cross and Red Crescent Movement, NGOs, CBOs, Municipalities.

Purpose: The American Red Cross (ARC) International Services Department (ISD) seeks to prevent and alleviate human suffering around the world by responding to disasters, building safer and more resilient communities, and educating future humanitarians.

In response to the January 12, 2010 earthquake in Haiti, the American Red Cross (ARC) scaled up its support to the Haitian people in their post-earthquake recovery. ARC has developed and implemented many urban and rural programs/projects to support Haiti to build back better and strengthen the resilience of individuals and communities. ARC implements all programs in partnership with the HRC.

Both ARC and HRC have identified the need to strengthen the engagement of youth in their programs, and prepare them to be Agents of positive change for Haiti’s future development. The program “Creating opportunities for Youth in Cité Soleil and Martissant” was developed in order to partner with local, national and international organizations that are working with youth and community-based organizations in Cité Soleil and Martissant on their personal, educational and career development. This new program will be implemented through a grant mechanism to partner with and enhance their efforts to strengthen community services for young women and men and girls and boys in the target areas. The project duration is from November 1st, 2014 to June 30th, 2017.

In addition, ARC will work with HRC to support the capacity building of HRC Youth Programs Unit and support youth engagement beyond the identified geographic zones.

Program Goal: The goal of this program is to: increase opportunities for personal growth and skills development for young women and men, girls and boys in Cité Soleil and Martissant that enhance their physical, mental and economic well-being and prepare them to be agents of positive change in their communities while enhancing the capacity of Haitian Red Cross Youth Program Team. The program will target urban youth between the ages of 10 to 25 living in Cité Soleil and Martissant.


Fonctions

Summary: ARC Haiti delegation is seeing a Youth Project Officer for its program “Creating opportunities for Youth in Cité Soleil and Martissant”. The Youth Project Officer, under the direct supervision of the Youth Program Manager and in close collaboration with the Youth Grants Coordinator and HRC Youth Coordinator, is responsible for supporting program partners in delivering programs for youth in the community, and ensuring high participation of youth in program activities.

The Youth Project Officer will consult with HRC, other partners, youth groups and organizations in order to develop innovative approaches and activities to respond to the needs of youth in the target areas. In addition, s/he will be work with Youth Program Manager to integrate youth focused programs in other ARC programs. S/he will propose and implement measures to ensure that program equally benefits male and female youth.

The Youth Project Officer will be a highly motivated and proactive individual, able to work with youth, HRC and partners on the best way to optimize the impact of the program activities at field level. S/he will also support the Youth Program Manager to reinforce the capacity of HRC in youth programming and the development of a youth strategy approach in urban areas.

Responsibilities: The Youth Project Officer’s responsibilities include but are not limited to:

• Support the Youth Program Manager in the planning and implementation of the program “Creating opportunity for Youth in Cité Soleil and Martissant”.
• Lead in researching and developing best practices for youth programming within Red Cross Movement, other countries in the region, and within Haiti in order to propose and guide the development of effective youth program approaches with HRC and among partner organizations.
• Act as a focal person for ARC’s outreach to youth principally in Cité Soleil and Martissant but also in other program areas as required. Regularly consult with youth and youth organizations to systematically assess their needs, interests and perspectives on program plans; provide ARC, HRC and other program partners with feedback from consultations in order to integrate youth perspectives into program planning and monitoring.
• Support and consult with HRC on their development of a youth program strategy and coordinate ARC support to HRC’s youth program; work closely with HRC Youth Coordinator to develop specific strategies and approaches to engage youth. Provide technical inputs into HRC programs and report other technical support needs to the Youth Program Manager to address through other means.
• Communicate regularly with program partners; assess partners’ needs and interests for activities to exchange best practices and share knowledge; propose knowledge sharing events and activities to Youth Program Manager and undertake the implementation of approved activities.
• Contribute to capacity development and coordination of partner organizations.
• Contribute to the development of the Performance Measurement Plan (PMP) and assist in gathering, compiling and reporting PMP information; implement interactive, participative methods for gathering qualitative monitoring information from youth; document results of programs through photos, videos and case studies/success stories with youth and youth organizations.
• Contribute to the development of the program’s strategy for gender mainstreaming; propose and support the implementation of activities to ensure that male and female youth are equally benefiting from the program. Support HRC in integrating gender into their youth program strategies; identify technical and other supports for ARC to provide to HRC to enhance gender equality in their youth programming and follow-up on their implementation.
• Support all partners in the successful implementation of programme activities through direct assistance and technical and operational advice.
• Assist the Youth Program Manager to monitor and evaluate partners’ project implementation, including through field visits, to ensure implementation of project activities against the indicators and benchmarks established in the program document in a quality and timely manner.
• Contribute to knowledge sharing on youth programming with other ARC Programs (LAMIKA, Canaan, Gran Nò Pi DJanm) by documenting lessons learned, participating in the sharing of information, experiences, good practices, trainings materials, etc.
• Provide Youth Program Manager with status reports on activities under his/her responsibility for internal monitoring purposes in a timely manner. Prepare weekly updates and other briefs as required.
• Participate in activities to coordinate and share knowledge with the Red Cross Movement and relevant stakeholders (national government bodies, UN agencies, NGOs, etc.) as required.
• Contribute to networking with other key players working on youth empowerment, including participating in or organizing round table, to identify best practices and share lessons with partners to build synergies and complementarities between respective programs.
• Translate and consolidate partner reports, proposals and other documents as needed and/or requested by the Youth Program Manager.


Qualifications Requises

Qualifications and competencies:

Qualifications or Specialized Knowledge/Experience Required:
• Holding a Bachelor degree in social sciences, public or business administration, communication, or related field;
• At least two years’ experience in the implementation of youth programs, including coordination with government, municipalities, national NGOs, and community organizations, etc.;
• Experience in youth programming, community mobilization, and other relevant areas;
• Good interpersonal skills and strong communication skills;
• Fluent in French, both oral and written; good English language skills;
• Ability to conceptualize, develop, and plan program activities with youth;
• Good knowledge of Red Cross and Red Crescent Movement and the intervention areas are an advantage.
