Introduction
General Description of the Programme: GOAL been in Haiti since the devastating earthquake in January 2010 and has since then developed a programme portfolio targeting affected communities and supporting resilience building at household and community level. GOAL’s programmes have so far been in both the urban and rural contexts, in Port au Prince and Gressier, respectively. While continuing its support to the housing, water and sanitation needs of vulnerable families affected by the earthquake, GOAL is transitioning to a much longer-term programming approach linking relief and recovery to development through an integrated community-led development programme approach.
General Description of the Role: The role of the Procurement Manager will be to systematically and effectively manage the procurement department for all programmes and support-related procurement in GOAL Haiti programmes.

Key Duties and Responsibilities
• Ensure policies, procedures, and processes are well-known by staff and are correctly implemented across GOAL and updates and revisions to policies are shared and documented
• Establish a coordinated, efficient procurement system for all materials, supplies and services that delivers effectively, timely and in line with the GOAL/Donor procurement procedures and policy.
• Establish and maintain good working relationships with all programme management staff and field staff and communicate with them regularly to ensure that procurement needs of the programme are being met
• Ensure that all procurement paperwork is completed, checked, approved and fully handed over to Finance department and any outstanding papers are followed up till the complete closure of procurement loop.
• Support with the enforcement of the procurement authorization chart and assist the Logistics Coordinator and Financial Controller in implementation of the relevant processes in place.
• Ensure the proper implementation, use and maintenance of various tracking tools and systems (contract database, preferred vendor database, vendor roster, OTS, etc.), ensuring they are up-to-date and shared regularly with relevant staff
• Coach, supervise, and provide leadership and support to procurement staff directly managed, including the training and capacity building, and timely performance management

• Work with the Logistics Coordinator to design and implement systems to ensure the swift treatment of procurement files to ensure the delivery to programmes on time, to quality and to budget.
• Work closely with the Logistics Manager and Security Manager to ensure the overall unified management of the logistics department under the leadership of the Logistics Coordinator
• Effectively liaise, negotiate, and inform suppliers and service providers in order to gain the best value for money on all purchases originating from the Port au Prince office and high value purchases originating in field offices, ensuring awareness of GOAL procurement policies (e.g. Child Protection, anti-fraud) and processes on payment terms and conditions.
• Communicate, coordinate, follow-up, and support the Gressier Area Coordinator and logistics staff on purchases conducted on behalf of the field in Port au Prince.
• Support the Logistics Coordinator with information necessary for budgeting and procurement planning phases of the program, ensuring that Procurement Plans are in place prior to grant openings and that they remain active, live documents for the duration of the grant until its closing
• Monitor all purchase orders with suppliers to ensure that goods are delivered on time and that the quality of materials is that which is ordered, ensuring supplier invoices and corresponding payments due are validated and processed in a timely fashion
• Ensure the regular review and maintenance of existing supplier contracts in place via the contract database, and monitor supplier performance against their supply and services provided.
• Ensure regular visits are conducted to suppliers regularly to effectively manage and maintain supply relations and to monitor their credibility and capacity
• Submit summary procurement report to Logistics Coordinator to ensure monthly Logs Report is submitted to HQ Ireland by 10th of the next month.
• Other task and duties delegated by the Logistics Coordinator.
GOAL anticipates that in the performance of daily activities there will be some tasks requested of the employee that are not stated in this job description. It is therefore an additional responsibility of the employee to be flexible regarding its’ interpretation.
Qualifications Requises
Profile & Key Attributes
• Valid post-secondary education in related field; university degree preferable
• At least 2 years of experience working in similar position in an international NGO
• Excellent theoretical and practical understanding of supply chain management
• Strong attention to detail and accuracy
• Strong planner, able to multi-task and prioritize competing demands, and ability to work independently
• Computer literate with proficiency in Microsoft Excel and Word
• Excellent inter-personal skills with people from different backgrounds, businesses, and education levels
• Honesty with strong motivation to become effective manager of people and resources

• Excellent
communication skills with the ability to negotiate with suppliers
• Process oriented with good analytical/logical thinking, proactive with problem-solving skills
• Proactive in addressing problems and finding solutions
• Fluent in written and spoken English and French
