Haitian Red Cross in collaboration with American Red Cross is looking for
(1) Procurement Manager
Reporting to : Operations Director
Purpose: The American Red Cross (ARC) International Services Department (ISD) seeks to prevent and alleviate human suffering around the world by responding to disasters, building safer, more resilient communities, and educating future humanitarians. The American Red Cross continues to deepen and expand its international programming while also working to strengthen the global Red Cross Red Crescent Network, in order to deliver critical assistance to some of the most vulnerable communities in the world.
The ARC Haiti Assistance Program (HAP) was established to direct the organization’s response to the 2010 Earthquake. HAP activities focus on integrated community recovery and preparedness interventions working within the Red Cross/Red Crescent network, particularly with the Haitian Red Cross (HRC) and through external partners.
The Procurement Manager is responsible for acquisition of goods and services for the American Red Cross. This includes supervising procurement staff and ensuring the department is compliant with ARC and donor policies.
The Procurement Manager will work under the supervision of the Operations Director and coordinate with all ARC staff.
Fonctions
Specific Duties and Responsibilities
• Manage all procurements of diverse services and commodities (e.g. information technology, electronic equipment, vehicles, medicines, food items, maintenance materials, office supplies, construction material, furniture, etc.)
• Manage all the procurement of goods and services that are the best value, technically responsive, and originate from reputable vendors
• Ensure all procurements are conducted with the highest degree of professional ethics
• Liaise with vendors and communicate procurement status to requestors
• Anticipate problems making prompt appropriate decisions to resolve issues
• Expand and review vendor database adding potential vendors to the list and blacklisting others. Perform expression of interest exercises to obtain company profiles
• Liaise with other organizations to obtain their preferred vendor list
• Represent department at various meetings with, ARC Departments, external agencies, professional organizations, and other groups. Develops and delivers speeches, presentations, and training as required. Corresponds with same groups.
• Resolve the problems concerning bid solicitations, contract awards or contract performance as the need arises. Addresses unauthorized purchases. Conveys decisions both verbally and in writing referencing law and policy
• Monitor adherence to contractual agreements, recommend amendments and extensions of contracts, and advise concerned parties on contractual rights and obligations
• Prepare and oversee the preparation of procurement related documents as request for quotes, instructions to bid, correspondence to suppliers, purchase orders, evaluation matrices, selection justifications, etc
• Lead bid evaluation processes and assemble committees as necessary
• Assist the requestor with specifications and pricing as necessary
• Manage the procurement database recording all completed and on-going procurements
• Manage the contract tracking table
• Proactively work with internal compliance unit to ensure compliance with policies and procedures.
• Update a procurement status list which can be viewed by staff(e.g. online, whiteboard, pin board)
• Provide procurement guidance to staff and socialize procurement processes, policies, and issues
• Supervise procurement staff; manages their work and provides clear direction and regular monitoring and feedback on performance
• Promote cooperative professional relationships with staff, partners, vendors, and others
• Anticipate requirements
• Functional leadership for the development of Procurement policies, guidelines and standard operating procedures
• Coordinate staff training and development exercises
• Perform other duties assigned by the supervisor.
Qualifications Requises
Qualifications and Experience
• University degree in Administration, Business Management, or other relevant discipline with minimum 3 years of professional experience in procurement and logistics management
• Experience of working for the Red Cross/Red Crescent or other international humanitarian organization
• Computer proficiency in MS Office applications
• Have excellent communication and analytical skills
• Leadership skills, teamwork and relationship building
• Able to manage the staff, prioritize and meet deadlines
• Flexible and adaptable to changing working conditions
• Experience in humanitarian relief and emergency response programs
• Willing and able to travel whenever required for work purposes
• Be in good mental & physical health
• Sound report writing, interpersonal, facilitation, and communication skills
• Ability to work to meet deadlines in multiple tasking environments and ability to work effectively under pressure and to organize and prioritize competing activities
• Fluency in French required. A working command of and English would be an added advantage
